Minnesota Management and Budget (MMB) is seeking a Banking Services Supervisor to lead the day-to-day cash management and statewide banking operations for MMB's Banking Services Section. This role oversees key functions such as ACH, wire, and warrant processing, collateral monitoring, account reconciliation, cash positioning execution, and the management of related internal controls. This position supervises a team of 5 staff to safeguard state assets and support accurate statewide financial reporting.
Job duties for this position include:
Overseeing the timely reconciliation of bank statements for each of the state's 600+ bank accounts.
Managing the state's daily cash positioning by analyzing cash needs, reviewing spending and revenue patterns, and ensuring accurate amounts are provided to the State Board of Investment.
Coordinating the setup, modification, and closure of bank accounts in the SWIFT system to ensure proper authorization and accurate configuration.
Providing guidance, training, and support to agency finance and program staff on banking processes and related requirements.
Implementing fraud prevention measures in coordination with the Banking Services Director and banks to prevent and detect unauthorized activity.
Establishing job duties, expectations, and responsibilities for members of the Banking Services team.
Assigning work, evaluating performance, supporting staff development, and recognizing strong work while promoting a positive and productive team environment.

Minimum Qualifications

Four (4) years of experience in banking operations within a complex organization, including cash management, treasury functions, or financial accounting.
Experience must include:
Demonstrated leadership, which can include any of the following:
Experience as a supervisor, team lead, lead worker, or project lead in an accounting or auditing environment.
Completion of a State leadership development program, such as Emerging Leaders Institute (ELI) or Senior Leadership Institute (SLI), or completion of a similar or equivalent leadership program through another organization; OR
A paid or unpaid position leading a program or chairing a committee related to accounting or auditing. The experience must include 1+ years of identifying issues, goals, and strategic actions and 100+ hours per year time commitment.
Thorough knowledge of banking processes (ACH, wire, warrants), accounting principles, and financial internal controls sufficient to manage daily statewide banking operations.
Coordinating banking or financial operations across multiple stakeholders, such as auditors, financial institutions, state agencies, or divisions within a large organization to ensure timely transaction settlement, resolve discrepancies, and maintain compliance with statewide policies and legal requirements.
Demonstrated attention to detail and problem-solving skills, including analyzing complex financial or operational issues, initiating corrective actions, and improving processes within banking or financial operations.
Communication and interpersonal skills sufficient to present and explain technical banking information, procedures, and requirements to diverse audiences.
Demonstrated respect for diversity and a deep commitment to fostering an inclusive and collaborative work environment.
A bachelor's degree in accounting, finance or business administration may substitute for one (1) year of experience. A master's degree in the previously listed fields may substitute for eighteen months of experience. A doctorate degree in the previously listed fields may substitute for two (2) years of experience.

Experience using the PeopleSoft Treasury module.
Bachelor's degree in accounting or advanced degree in accounting.
Advanced skills with data analysis tools, including experience with database software like Oracle SQL Developer or Microsoft Access.
Experience reading, interpreting and understanding statutes, rules and regulations to determine how they apply to the state's business practices.
