Responsibilities You will serve as an IT SPECIALIST (INFOSEC) in the CYBER SECURITY BRANCH (N00SM31), INFORMATION ASSURANCE DIVISION (N00SM3), SECURITY MANAGER DEPARTMENT (N00SM) at NAVAL COMPUTER AND TELECOMMUNICATIONS AREA MASTER STATION PACIFIC (NCTAMS PAC). You will serve as the Information Systems Security Officer (ISSO) and provide regional and local Information Systems (IS) and Cybersecurity support. You will execute all aspects of NCTAMS PAC Cybersecurity program to include architecture, security requirements, objectives, security policies and security practices. You will provide development, implementation, interpretation, accreditation, risk management, and maintenance of detailed cybersecurity policies, plans, programs, standards and criteria ensuring a successful Information Assurance (IA) program. You will exercise overall responsibility and staff direction, operational coordination and review over the development, modification, and application of IS system issues throughout the Area of Responsibility (AOR). You will provide oversight for NCTAMS PAC Systems and programs of records; coordinate security measures to include analysis, periodic testing, evaluation, verification, accreditation, and review of information system modifications. You will assist Command Information System Security Manager (ISSM) on all compliance assessments of system vulnerabilities, monitor and review results. You will evaluate risks, threats, and vulnerabilities to determine if additional safeguards are needed to protect the command, site, system, or enclave in accordance with Policies and directives. You will develop and maintain cybersecurity audit reports. You will develop cybersecurity operations policy, programs, and guidelines. Requirements Conditions of Employment Qualifications Applicants must have directly applicable experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job but will clearly demonstrate experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly relates to the work of the position to be filled. You must have IT-related experience demonstrating each of the four competencies listed below: 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Experience demonstrating this competency include: Experience resolving security system and network issues with a wide range of personnel and agencies. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of experience demonstrating this competency include: Experience preparing/providing briefs and representing the command in meetings. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of experience demonstrating this competency include: Experience initiating protective or corrective measuring during Cybersecurity incidents. In addition to my experience demonstrating the four competencies above, I have qualifying experience such as: -Experience developing and implementing Cybersecurity policy initiatives and solutions. - Experience conducting network vulnerability scans using tools like the Assured Compliance Assessment Solution (ACAS) or similar programs. -Experience supporting cyber incident response activities, including the isolation of affected systems, initial investigation, data collection, and restoral. -Experience developing, implementing, and maintaining the necessary documentation and security controls for Risk Management Framework (RMF). Education SUBSTITUTION OF EDUCATION FOR EXPERIENCE Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Completed a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR Completed 3 full years of progressively higher graduate level education leading to a Ph.D. or equivalent doctoral degree from an accredited or pre-accredited institution in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management; OR Graduate education that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. Several vacancies may be filled. This position is a DoD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 U.S.C. 1599f. In accordance with DoDI 1400.25, Volume 3005, Section 3.15, all employees newly appointed to a CES position will serve a 3-year probationary period. Permanent and term employees currently serving in a probationary period in the competitive service or a probationary or trial period in the excepted service will complete the period as prescribed in their original conditions of employment in the new CES position if they transfer without a break in service or are promoted, demoted, or reassigned to a CES position. The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies. This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment.
