The Digital Learning Developer and Strategist will develop eLearning modules, using various multimedia formats (audio, video, graphics and documents) for DSD training activities, both for internal and external audiences. Also, this position is responsible for developing training plans for DSD systems-change activities and internal professional development initiatives.
Under the direction of the Training, Technical Assistance and Communications (TTC) Unit Supervisor, the incumbent in this position leads the following activities:
Design and development of online training including instructional design, storyboarding, LMS integration and testing.
Multimedia design and development (audio, video, graphics/imagery, text/documents).
Administration of Learning Management System (LMS) data, reporting and technical support for users.
Development of training projects and strategic organizational training plans.
Ensuring agency and division policies, procedures, practices and standards related to learning environments and multimedia are followed.
Minimum Qualifications

2 years professional experience in instructional design, eLearning development, digital learning strategy or related field. Experience must include the following:
Designing, developing, and evaluating online learning solutions using instructional design methodologies (e.g., ADDIE, Kirkpatrick, Dick and Carey), adult learning principles, and inclusive learning practices
Developing and publishing eLearning courses and multimedia learning assets using learning technologies and authoring tools (e.g., Articulate Storyline, Adobe Creative Cloud, LMS platforms), including application of eLearning standards such as SCORM, xAPI, or AICC
Creating accessible digital learning content and documents in compliance with accessibility standards (ADA, Section 508, and WCAG), while utilizing data, learner feedback, and evaluation methods to assess learning outcomes and improve training effectiveness
Bachelor's degree in Instructional Design, Organizational Development, Communications or related field may substitute for 1 year of professional experience OR Master's degree in Instructional Design, Organizational Development, Communications or related field may substitute for 2 years of experience
Preferred Qualifications
Apply user experience (UX) and learner-centered design principles to create engaging and intuitive online learning experiences
Lead collaborative projects involving subject matter experts, leadership staff, external partners and contractors
Problem-solve and recommend solutions to best meet business needs
Prioritize multiple demands under difficult time constraints
Variety of experiences working effectively with others from different backgrounds and/or cultures
