The Home and Community Based Services (HCBS) Data and Compliance Analyst will conduct advanced analysis, evaluation, monitoring, and systematic reporting of data generated through the MnCHOICES application on behalf of the Aging and Disability Services Administration (ADSA). The position analyzes complex home and community-based services (HCBS) data and applies analytical findings to inform Medicaid policy development, program oversight, and decision-making for ADSA.
The position plays a key role in supporting and advancing quality assurance efforts related to the MnCHOICES application and HCBS programs, ensuring compliance with federal and state requirements. This includes:
Assessing data integrity
Identifying trends and risks
Evaluating program performance and consistency across service delivery systems
In addition, this position provides leadership, coordination, and oversight of business analytics, data analysis, and quality assurance activities to ensure analytical methods, findings, and policy recommendations are consistent, reliable, and aligned across HCBS programs and with other divisions. The position exercises independent judgment in translating complex data into actionable insights that support program improvement and policy decisions.
Although housed within the Aging and Adult Services Division, this position conducts work on behalf of both the Aging and Disability Services Administration and the Health Care Administration due to its responsibility for analyzing and reporting MnCHOICES data with statewide policy and program implications.
Minimum Qualifications

Three (3) years of professional experience in data analytics, business intelligence, program evaluation, compliance monitoring, or related analytical work. Experience must include:
Developing and maintaining data reports, dashboards, or analytical tools using business intelligence and reporting platforms (e.g., Tableau, Power BI) and querying large datasets using SQL, SAS, or similar tools
Experience developing and implementing data strategies that address data security, privacy, storage, integration, automated reporting, forecasting, and auditability
Proficiency in Microsoft Excel, including data modeling, pivot tables, Power Query, advanced formulas, and data visualization to support ad hoc analysis, reconciliation, and validation of program data
Bachelor's Degree in Business Analytics, Business Intelligence, Computer Science, Data Science or related field may substitute for 1 year of experience OR Master's degree in Business Analytics, Business Intelligence, Computer Science, Data Science or related field may substitute for 2 years of experience
Preferred Qualifications
Experience working with Medicaid, Home and Community-Based Services (HCBS), long-term services and supports (LTSS), managed care, or other publicly funded health and human services programs
Experience using Minnesota DHS systems and data sources such as MAXIS, MMIS, MnCHOICES, Data Warehouse, or related enterprise systems
Knowledge of federal and state Medicaid requirements, program integrity practices, compliance monitoring, audit processes, and reporting requirements
Experience developing technical requirements, business processes, test plans, data governance practices, or system documentation
Variety of experiences working effectively with others from different backgrounds and/or cultures
