Summary This position is located in Air Traffic Organization (ATO), Management Services, Financial Services Directorate. This Directorate provides a wide array of critical business, financial, and contracts support services for the Air Traffic Organization. Responsibilities The Management Analyst applies experience and advanced analytical and evaluative methods and techniques to analyze and evaluate program activities to ensure conformance with FAA policies and procedures. Performs multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. This work affects the daily operations of assigned Service Units. As an individual contributor, the Analyst applies experience and advanced knowledge of qualitative and quantitative methods, the Federal budget process, and project planning to monitor the utilization of funds, cost trends and alert management to funding problems. Assists in performing other actions related to procurement, credit card requests and contracts management. Assignments may require the ability to work across functional and/or organizational lines to identify, analyze, and recommend solutions for complex/difficult problems. Applies basic budget processes, principles, objectives, and regulations to analyze financial data and budgets submitted from assigned Service Units to assist with the budget formulation process and to identify requirements for OPS and F&E Activity 5 funds. The Analyst uses automated systems and databases such as OBIWAN and REGIS to analyze internal (cuff) records, accounting report reconciliations, and agency financial reports, and to extract and convert financial information for analysis, trending, reporting, and presentation. Assists more experience analysts in the preparation and coordination of budget information for internal management review and decision making. Assists in the development of statistical charts and graphs to clearly articulate trends or to highlight information that leads to data driven decision making. Provides guidance and on-the-job training to junior analysts in day-to-day operations. Tracks and analyzes data, and assists in preparing reports and statistical material to ensure compliance with policies and procedures, and recommends solutions for complex/difficult problems. Recommends improvements to systems and processes. Contacts typically are internal and external to AJI, with regular contacts among ATO Service Units, customers, and other external parties to share information about the FAA and to explain the applications of policies and procedures. Although established policies/procedures provide guidance for most assignments, the Analyst uses considerable discretion to select the most appropriate approach(es) or to recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee. Resolves most problems and work issues without the assistance of a manager, and refers problems that require their attention. The Team Manager periodically reviews work, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Qualifications To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-G, FG/GS-10/11 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. Specialized Experience is defined as: -Experience using automated systems and databases to analyze internal (cuff) records, accounting report reconciliations, and financial reports AND -Experience collecting and analyzing data.
