Summary About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the Fort Meade, MD. Responsibilities Provides functional expertise in project management and facilitates collaboration among technical and functional subject matter experts (SMEs) to identify and assess cost, schedule, performance and risk issues. Supports the designated Contracting Officer's Representative (COR) and Contracting Officer (CO)by providing technical and project-specific inputs for preparation of contract documentation elements. Provides input on contract documentation elements including SOWs and various levels of design/performance specifications, DIDs, and source selection criteria. Works collaboratively with SMEs to review, assess, and refine cyber capabilities developments strategies, specifications, and plans, assuring they include the @types and levels of information required to facilitate the acquisition process Provides project management oversight for software and hardware development efforts that require concurrent efforts by various civil government/contractor designers/developers. Consults with cybersecurity SMEs to document/account for all program/project cybersecurity decisions, including cybersecurity-related features of system designs and operations, such as those required by the DoD Risk Management Framework (RMF). Assures acquisition plans provide for the development and presentation of orientation/training materials for initial groups of operators and system administrators and provide these groups with complete and accurate reference materials Defines comprehensive plans for the design/development, acquisition, and deployment of these capabilities to address operational requirements and provide mission-essential cyber capabilities. Leads SMEs in analyses of alternatives (AoAs) to capture, assess, and weigh trade-offs among the technical, cost, and schedule implications of alternative approaches when existing capabilities are not adequate. Conducts continuing and comprehensive assessments and analyses to ensure customers are positioned to derive full value from available cyber resources. Identifies/implements cost-saving strategies for the further refinement and continuing support of these capabilities. This Position requires a Program Management Practitioner acquisition certification. The incumbent must achieve this certification within 60 months in accordance with Department of Defense Instruction (DoDI) 5000.66, Defense Acquisition Workforce Education, Training, Experience, And Career Development Program. This position requires a 3 year trial period during which the agency evaluates your fitness and whether your continued employment advances the public interest.
