DOTD Business Analytics Specialist
The Louisiana Department of Transportation and Development (DOTD) is seeking a highly analytical and experiencedBusiness Analytics Specialistto serve within the Office of Management and Finance, Quality and Continuous Improvement Program (QCIP). This position plays a critical role in supporting agency-wide performance improvement, operational analysis, data review, process evaluation, and strategic decision-making.
This position is responsible for advanced professional analytical work involving the collection, review, interpretation, and presentation of business, operational, statistical, budgetary, and performance data. The selected candidate will help identify trends, evaluate areas of concern, support root-cause analysis, and develop recommendations to improve the efficiency and effectiveness of DOTD programs, business processes, and statewide operations.
This position will work with DOTD executive staff, section heads, district administrators, program areas, and other stakeholders to support process improvement initiatives, policy and procedure recommendations, project implementation, and performance-based reporting. The incumbent may also assist with strategic planning activities, legislative or executive-level data requests, and agency initiatives such as T4LA.
This position is ideal for a professional with experience in business analytics, management analysis, operational analysis, process improvement, statistical analysis, project management, policy planning, budgeting, finance, contracts, human resources, information technology, engineering, or governmental operations.

Minimum Qualifications
Six years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR
Six years of experience in any field plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR
A bachelor's degree plus three years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement; OR
An advanced degree plus two years of experience in accounting, budgeting, contracts, economics, engineering, finance, financial auditing, grants, human resources, information technology, management analysis, operational auditing, policy planning, procurement, social services, statistical analysis, tax collections, or tax enforcement.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Collects, reviews, and analyzes business, operational, statistical, budgetary, and performance data related to DOTD activities.
Identifies trends, areas of concern, and opportunities for improvement within programs, sections, districts, and business processes.
Serves as a central point of contact for data needed for executive, legislative, stakeholder, and internal reporting requests.
Conducts root-cause analysis of agency-wide, cross-office, cross-section, or program-specific challenges.
Research policies, procedures, business practices, and best practices to support recommendations for process improvement.
Prepares reports, recommendations, implementation plans, and closing memorandums related to improvement initiatives.
Works with DOTD leadership and stakeholders to implement approved policy changes, procedure revisions, and process improvements.
Supports DOTD strategic planning activities, performance-based budgeting, emergency/disaster support activities, and other duties as assigned.

Appointment Type: This position may be filled as a promotion or by detail to special duty and is only open to current permanent employees of DOTD.
