Summary This position is located in the Health Administration Service (HAS) at the Orlando VA Healthcare System and serves as a GS 0343 11 Program Analyst with a primary emphasis on data management in support of administrative and clinical operations. The incumbent is responsible for collecting, validating, analyzing, and interpreting complex data from multiple VA information systems to inform leadership decisions, optimize business processes, and improve access and quality of care for Veterans. Responsibilities The incumbent will perform the following duties as assigned: Leads the collection, validation, integration, and maintenance of clinical and administrative data for Health Administration Service (HAS); designs and maintains datasets, dashboards, and reports that support access, efficiency, quality, and workload monitoring. Develops queries and analytical products (e.g., trend analyses, variance reports, scorecards) to inform leadership decisions, ensuring data integrity, standard definitions, and alignment with national VA reporting requirements. Applies qualitative and quantitative methods to assess HAS programs and processes (e.g., scheduling, community care, revenue, call management), identifies gaps and variation, and develops data-driven recommendations to improve performance. Serves as a subject matter expert for business intelligence tools and data sources (e.g., CDW, dashboards, local databases) used by HAS; troubleshoots data issues and coordinates with local IRM, Informatics, and national offices as needed. Participates in data governance activities, including development of standard operating procedures, data dictionaries, and training materials to promote consistent and compliant data use. Provides consultative decision support to HAS and facility leadership by translating complex data into clear, actionable findings, briefing materials, and recommendations. Prepares and delivers presentations, briefing papers, and ad hoc analyses for executive leadership, committees, and workgroups to support strategic planning, staffing models, and business cases (e.g., FTEE requests, process changes, new programs). Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.
