Summary This position is located within the Battle Creek VA Medical Center in Battle Creek, MI. The position ensures continuity of standards and processes at all facilities related to scheduling, cancelling and rescheduling appointments, check in/out of patients, consult management for specialty care, and processing of beneficiary travel, eligibility application processing, decedent affairs, compensation and pension, and call center operations. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties may include but are not limited to the following: Performing analysis of data and workload, preparation of reports, technical writing and correspondence, and research. Coordinates the implementation of new scheduling, eligibility and beneficiary travel programs. Participates at the national and regional level to prepare all facilities for transition to new programs. Develops methodology for training staff and verifying competencies. Coordinates new and refresher training program for all schedulers throughout the five medical facilities to meet national standards and requirements. Provides the full range of supervision to subordinate employees including: writing position descriptions and performance standards, conducting hiring interviews, preparing performance evaluations, providing training, recognizing high level performance, recommending and administering disciplinary action, etc. Responsible for developing the operating budget, supply management and equipment needs. Develops and coordinates internal review systems to ensure that both clinical and administrative activities are in compliance with agency, accrediting and regulatory requirements. Ensures the updating of all policies and procedures on an annual or as needed basis. Maintains a complete source of comprehensive manpower, space and equipment data to support the supervisory staff in efforts to establish, review, or modify resource requirements. Maintains accurate utilization and cost information and provides and analysis of the effect of resources on the overall productivity of the various organizations. Coordinates with appropriate section supervisors to assure formal orientation and training programs are developed and carried out as required. Formulates, directs, and develops policies and Automated Data Processing management. Evaluates circumstances and develops, refines or revises operational procedures. Implements changes, when possible, initiates work orders, training, and other actions necessary to improve customer relations. Performs other related duties as assigned. Qualifications TO QUALIFY FOR THIS POSITION AT THE GS-11 LEVEL YOU MUST MEET THE FOLLOWING CRITERIA: SPECIALIZED EXPERIENCE: Have at least one (1) year of specialized experience equivalent to the next lower grade level (GS-9) in Federal service that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of the position to be filled. Specialized experience includes providing operational oversight and directing medical administration programs in a medical center/healthcare facility; interpreting policies, directives, and laws; develops operating budget, supply management and equipment needs; organizing, planning and directing work; supervising and evaluating the work of subordinates; and making improvement recommendations to leadership.
