Summary About the Position: This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the ST-IC-W1U301 US ARMY INTELLIGENCE AND SECURITY CMD, Fort Meade, Maryland. A recruitment or relocation incentive may be authorized. Responsibilities Oversee the administrative control of funds, exercising authority to commit and obligate Command financial resources and for certifying and monitoring the availability of Operations and Maintenance, agency programs and functions. Operate with full technical authority and responsibility for directing and administering the resource management and budget activities to ensure optimal effectiveness, efficiency and utilization of resources. Advise on all budgetary matters and fiscal implications of policy and legislative proposals. Develop and publish policies, procedures and guidance for the formulation and budget execution of new and current agency and outside agency programs. Provide expert guidance and assistance in support of the development of long-range project and budget planning documents to support life cycle management. Prepare the plans and exercises delegated authority for funds management and control. Specialized experience is defined as: managing all aspects of the organization's annual operating budget; and oversees all financial and resource management programs and services essential to the operation of the organization and executing the entire lifecycle of a budget program. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS/GG-13).. You will be evaluated on the basis of your level of competency in the following areas: Budget Execution Budget Formulation, Justification, and Presentation Concepts, Policies, and Principles of Budget Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, cycle and organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
