About the Work Unit
This engineering program exists to ensure safe and efficient development and operation of the State's public transportation infrastructure in coordination with a regional team of program managers, other CDOT organizations, local governments, and various outside stakeholders. The unit provides core professional and technical engineering services to the general public to plan, scope, design, and provide construction contract engineering administration for a program of capital improvement projects within the geographic boundaries of CDOT Region.
About the Position
This supervisory position exists to plan, manage and oversee the engineering operations for the Region 3 Program Area through direct supervision of assigned Professional Engineer II's (Resident Engineers) This includes directly determining priorities, preparing and allocating preconstruction and construction project budgets, representing CDOT with outside stakeholders (local agencies and public), allocating project staffing levels, and schedules. This position develops written and oral presentations, develops scopes and RFP's for consultant engineering contracts, responds to requests for public and media information and provides needed engineering support during emergency response procedures. As a supervisor, this position ensures that Resident Engineers are trained and have adequate resources to perform their assigned duties, prepares performance and employee development plans and evaluates employees' performance, while acting as a liaison between management and staff. This position represents the Department in dealings with the public, outside entities, contractors and the media. All duties are performed with a safety consciousness and the goal to provide exceptional internal andexternal customer service. This position must continually learn and develop job knowledge to keep up with changes in policies, procedures, technology, and priorities. This position covers the counties within the Program area and participates on the Region Management Team.
Your duties and responsibilities will include, but are not limited to, the following
Provide leadership and direction for all engineering operations in project development and construction within the Program Area. Engineering operations include program planning, project scoping, cost estimate/budget development, project schedule development, environmental clearance, right of way plan preparation and acquisition, preliminary and final design and construction contract administration.
Maintain quality assurance review of all aspects of transportation engineering, including structural, traffic, materials, roadway geometry, and drainage.
Coordinate with specialty units/planning partners.
As a Region Management Team member, assist the Regional Transportation Director (RTD) in identifying and implementing a complete transportation program in coordination with the Program Management Office.
Lead and facilitate process improvements with Region and statewide.
Administer an annual section budget with personal services and operational components.
Administer program funding allocations comprised of multiple project budgets.
Allocation of budgeted in-house and consultant resources to the assigned program of projects.
Oversee the administration of contracts and mediate conflicts associated with all @types of contracts.
Provide technical engineering support to the TPRs/ MPOs within the program area during the Project Planning and Programming Process (4P Process), which includes the State's 20 Year Transportation Plan and the Transportation Improvement Program (STIP).
Prioritize and implement the Region Transportation Plan based on sensitivity to political concerns and changes in existing funding levels for transportation projects.
Develop and approve implementation of transportation projects including the negotiation of issues related to design and construction.
Ensure interactions with internal and external customers are professional. Effectively present information to employees and stakeholders. Exhibit acceptance of diversity.
Represent the Department in dealings with the public, other government agencies, contractors, the media and other entities.
Manage, develop, and make decisions on performance evaluations, dispute resolution, morale, motivation/attitude, recruitment and retention, training, overtime, leave, and safety as a second-level supervisor responsible for multiple units of employees; make recommendations on hiring/transfers/promotions.
Determine the overall work plan and expectations for program area while being in line with the regional work plan and department goals or performance metrics. Adjust priorities in the moment as necessary.
Monitor overall condition of all components of infrastructure within the Program area, including bridges, culverts, roadway surface condition, and high traffic hazard locations.
Apply an understanding of asset management and preservation techniques to program activities.
Ensure that funding allocations for programs within these areas are prioritized and administered pursuant to CDOT's written asset management systems.
Develop requests to utilize Emergency Contracting procedures and coordinate with Regional Director/Chief Engineer for emergency funding.
Maintain a current emergency management plan within the section in coordination with other program managers within and outside of Region.
Other duties as assigned.
Work Environment
Your schedule will primarily be 8:00 am - 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.
You will likely work a hybrid schedule with a combination of in-office and remote work.
This is considered a Critical Position and can be expected to remain or return to their worksite when responding to emergency situations.
Approximately 10% spent in the field, 90% spent in the office
Travel required during work hours throughout Region 3
Occasional overnight travel 1-3 times a year throughout Colorado
Required to operate CDOT vehicles

Minimum Qualifications
Education/Licensure/Certification/Experience:
Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors.
Three (3) years of professional experience as a licensed professional engineer, one (1) of which must have been at the level of a unit supervisor, staff authority, or equivalent.
Examples of a unit supervisor, or staff authority-
As a unit supervisor- providing engineering mentorship, leadership, and expertise to a professional staff of three or more full-time employees
As a staff authority- providing engineering expertise to management which directly impacted policies or programs.
Substitutions
Appropriate education in addition to that required for the professional engineer license will substitute for the required general experience on a year-for-year basis, but not the supervisory or staff authority experience.
