Summary You will serve as an ADMINISTRATIVE/TECHNICAL SPECIALIST (Project Lead) in the Demonstration and Assessment Team Branch (W41), Battle Lab Division, Warfighter Defense and Systems Integration Department of NAVSURFWARCEN IH DIV. Responsibilities You will be leading change and leading employees, achieve results, and build coalitions in a geographically dispersed multi-disciplined organization. You will possess a demonstrated high-level of business acumen while being skilled at effectively dealing with multiple issues simultaneously, meeting stringent deadlines. You will require the ability to successfully and effectively communicate orally and in writing and the ability to translate new technological advances into capabilities to meet naval requirements. You will work directly with flag officers, senior civilian officials, and senior business government leaders. You will require knowledge of joint and coalition operations/exercises. You will plan, organize, and coordinate discovery, investigation and innovation of S and T efforts to explore potential solutions sets for existing and envisioned war-fighting capability gap. You require skills in enhancing greater requirements definition, gain user input and direction while simultaneously introducing new techniques or technology to the user utilizing, and facilitating the Operational Force Integration and Engagement. You will be required to obtain and maintain a Top Secret/Sensitive Compartmented Information (TS-SCI) security clearance. Requirements Conditions of Employment Qualifications This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to the GS-13 and GS-14. This is not a high grade position: therefore, the salary may be limited to a GS-13, Step 10 (based on geographic location). Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-04 (GS-11/12 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: evaluating experiments, demonstrations, and assessment activities to improve the effectiveness and suitability of military science and technology projects (e.g. Explosive Ordnance Disposal (EOD), Electronic Warfare (EW), C4ISR, Kinetic and Nonlethal Weapons systems, Unmanned Systems, Communications/Networks, etc.) for safeguarding warfighters and determining the military utility of critical weapons systems to defeat foreign threats.
