Summary This position is located in the Information Technology Division (ITD) Infrastructure Management Branch of the Chief Administrative Office (CAO). The incumbent oversees the planning, installation, configuration, testing, implementation and management of the systems environment in support of the agency's IT architecture and business needs. The incumbent provides AOC-wide support for the network infrastructure, servers, and Tier-3 support for desktop, mobile and printer endpoints. Responsibilities The incumbent manages data centers and oversees disaster recovery and continuity of operations. This position supports the Office of the Chief Information Officer, providing authoritative advice and recommendations regarding information technology (IT) throughout the agency. Must have or be able to obtain and maintain a Top-Secret Security Clearance. MAJOR DUTIES: Leadership and Managerial Responsibilities (50%) The incumbent serves as Chief of the Infrastructure Management Branch (IMB) and is responsible for managing AOC's information technology infrastructure. As such, activities include the evaluation of new technologies, establishing standards, procedures and service-level agreements and providing a range of technical support services including requirements analysis, acquisition, installation, and people management. The incumbent is also responsible for managing the IMB budget and expenses. The incumbent's work has a direct, agency-wide impact on the availability, reliability, and resilience of the AOC's information technology infrastructure. All mission operations depend on the continuous availability of the enterprise network, server, storage, and data center services managed by this position. Decisions and actions taken by the incumbent directly affect AOC organizations' ability to perform core mission functions. Infrastructure failures, security incidents, or prolonged outages would result in significant operational disruption, increased risk to agency operations, and potential impacts to safety, security, and continuity of government services. The incumbent is therefore responsible for proactively identifying, mitigating, and managing infrastructure-related risks to ensure uninterrupted mission support. Serves as the technical expert responsible for servers, data storage, and the local area network, including its design, implementation, troubleshooting, configuration and performance tuning. Also provides expert knowledge and leadership in project management, problem management, knowledge management, and change management IT Infrastructure Library (ITIL) practices. IMB Branch Chief is responsible for overseeing ITIL processes related to infrastructure operations and establishing standards for change, incident, and problem management. Organizes the day-to-day work in the branch. Sets priorities and determines resource requirements. Determines short-and-long term goals and oversees the development of strategies to achieve them. Coordinates with other AOC components as needed to accomplish goals. Monitors progress and evaluates outcomes. Develops, implements and maintains administrative systems to support IMB operations, such as obligation and purchase requisition tracking Plans, directs and conducts a wide variety of IT operational special studies and assignments for the CIO. Supervises the preparation of reports and recommendations. Prepares implementation plans and supervises the implementation of major recommendations accepted. Performs administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance. IMB Operations (50%) The IMB Chief maintains existing enterprise systems, while providing direction in all technology-related issues in support of information operations. Participates in the formulation and implementation of ITD's short and long-range goals. Advises the Office of the Chief Information Officer about the costs, efficiencies and desirability of revising or adopting new approaches and standards for new technologies. Conduct studies and evaluations of information technology as well as root cause analysis. Responsible for the design, implementation, and oversight of the agency's infrastructure security architecture, ensuring the confidentiality, integrity, and availability of enterprise systems and data. This includes aligning infrastructure platforms, network segmentation, identity services, and access controls. The incumbent assists with the integration of Zero Trust principles at the infrastructure layer by enforcing least-privilege access, continuous authentication, network and workload isolation, and secure connectivity across on-premises and cloud environments. These efforts directly support enterprise risk management, operational resilience, and the protection of mission-critical services. Serves as a Contracting Officer's Representative. Develops and reviews procurement documentation for IT services and support. Serves as liaison between contractors and the government contracting officer to identify and resolve issues. Helps ensure successful contract completion consistently with the Federal Acquisition Regulation and its supplements. Monitors contractor's compliance with contract terms, conditions, and specifications. Provides timely, consistent, and comprehensive oversight of assigned contracts and task orders. Specialized experience is defined as having experience performing program management tasks such as: (1) planning and developing program goals and objectives (e.g., full lifecycle of IT services); (2) project planning and management-developing, scheduling, coordinating and managing projects and resources (e.g., monitoring and inspecting costs, work and contractor performance); and (3) providing oversight for the delivery of various hardware and software solutions to meet operating needs. Education A Bachelor's degree from an accredited college or university is required for all positions at the GS-14 grade level and above at the Architect of the Capitol. A degree in information technology or related field is preferred. You must show successful completion of a full course of study in an accredited college or university leading to a bachelor's degree or higher. Education must be accredited by an accrediting institution recognized by the U.S. Department of Education.
