Summary This position is located with the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Plains Area, in the National Bio and Agro-Defense Facility (NBAF) in Manhattan, Kansas. In this position, you will be an integral member of the Administrative Office Support Staff and work with the Administrative Officer and the location's management team to efficiently and effectively carry out administrative operations. Responsibilities Access confidential information used to provide detailed business analysis of operation management dealings. Provide support and guidance in performance management, real property, personal property, travel, and personnel security requirements. Provide advisory services to managers and employees on performance management policies. Track background investigations for the organization in order to ensure individuals retain and have required access. Provide advisory services in monitoring and reviewing all material transfer agreements to ensure compliance with regulatory policies and procedures. Develop business plans to meet the administrative operational requirements of National Bio and Agro-Defense Facility. Discuss possible problems or anticipated changes in the methods or requirements in the administrative management arena. Advise the Administrative Officer and management officials of proposed solutions on a variety of issues. Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are: Qualifying experience for the GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is Assist with advisory services in performance management, personal and real property, and personnel security. Maintain accountability of personal property using an inventory management system. Manage a fleet program to include documenting inspections, inventories, tort claims, and card use. Assist in developing reports and performance analysis to assess needs and develop business plans. Provide advice on administrative management policies, procedures, operations, goals, and objectives. OR Education: Master's or equivalent graduate degree; OR completed two (2) full years of progressively higher-level graduate education leading to such a degree; OR LL.B. or J.D., if related. OR Combination of Education and Experience: Applicants may combine education and experience to qualify at this grade level. Applicants must have a combination of specialized experience and education beyond the first year (18 semester hours) of graduate school to qualify for the GS-09. A combination of education and experience may be used to qualify if the computed percentage of the requirements total at least 100%. To compute the percentage of the requirements, divide the total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Example of Combining Education and Experience: The position to be filled is a Management Analyst, GS-0343-09. An applicant has 6 months of specialized experience equivalent to GS-07 in the Federal service and one (1) year of graduate level education. The applicant meets 50 percent of the required experience but none of the required education since he/she does not have any graduate study beyond that which is required for GS-07. Therefore, the applicant meets only 50 percent of the total requirement and is not qualified for the position. (Note: The applicant's first year of graduate study is not qualifying for the GS-09 level because the first year only totals 18 hours). Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
