Description of Job
Organizational Purpose:
The Animal Health Division's purpose is to:
Detect, diagnose, control, and prevent infectious and contagious diseases impacting the health of Colorado livestock, including leading disease response and emergency efforts in cooperation with partner agencies.
Establish and maintain comprehensive traceability systems for livestock locations and movements to protect herd health and ensure the marketability of Colorado livestock. This includes promoting adoption and utilization of electronic CVIs and RFID livestock identification.
Work in close cooperation and collaboration with the livestock industry, veterinarians, veterinary medical organizations, and other state and federal agencies to achieve shared health and welfare goals, standardized health requirements, and surveillance strategies.
Provide direct support and partnership to the Animal Health Lab to optimize diagnostic services to benefit veterinarians, producers, and the broader livestock industry.
To provide essential logistical and administrative support necessary for the execution of all regulatory programs.
Provide an emergency management team to maintain readiness, develop response plans, and ensure operational coordination with internal and external partners during animal health emergencies, disasters, and disease outbreaks.
Lead Colorado's Wild Horse Program to ensure the long-term sustainability of Colorado's wild horse herds and rangelands.
Implement and coordinate the non-lethal wolf conflict reduction measures across the state, including securing and distributing funding, providing specialized training and educational resources, and providing preventative support to help producers implement non-lethal depredation deterrents to prepare for successful coexistence with wolves.
Monitor chronic wasting disease (CWD) and tuberculosis (TB) in alternative livestock (captive elk and fallow deer), as well as review and approve animal movement requests. License aquaculture facilities and liaise with Colorado Parks and Wildlife to maintain appropriate regulations and promote the aquaculture industry.
Major Objectives of the Position:
The purpose of this position is to provide and promote surveillance for Scrapie with the ultimate goal of eradicating Scrapie in the US. This position will work in livestock markets to ensure compliance of Scrapie tagging with high inventories of sheep and goats as well as with slaughter plant facilities and producers to collect and submit scrapie testing.
The position will work with the swine industry and division team members to implement the United States Swine Health Improvement Program (US SHIP), a voluntary, cooperative program involving federal, state, and industry partners. The goals with US SHIP are to improve swine health, marketability, and traceability by creating a national system for disease-status certification. The program initially focuses on preparing for and controlling foreign animal diseases like African Swine Fever (ASF) and Classical Swine Fever (CSF).
This position will also support the Eastern Slope Veterinary Medical Officer and other AHD team members with field work as needed. Primary responsibilities will include assisting with foreign and reportable animal disease investigations, paperwork & record keeping assistance, general sample collection and shipping, supply acquisition, potential animal handling under veterinary supervision, and assisting with TB testing & necropsies.
This position understands and implements the OIT requirements for digital accessibility as appropriate for the role.
Primary Duties:
Scrapie Disease Surveillance and Program Compliance:
Brief Duty Description:
Work with slaughter facilities and producers to continue Scrapie surveillance and eradication efforts.
Collect, process, and ship biological samples as directed.
Work with livestock markets and producers to improve compliance with Scrapie tagging requirements and report on numbers of appropriately tagged sheep and goats from livestock markets.
Manage field paperwork, data entry, and record-keeping in CoreOne and USDA databases.
Continue surveillance at RSSS facilities and enter into VSLS Key Measure(s).
Swine Industry Oversight and US Ship Implementation:
Brief Duty Description:
Collaborate with the swine industry to implement the US SHIP program, Secure Pork Supply Planning, and roll out the Certified Swine Sample Collector (CSSC) Program. Direct ongoing operations and continuous improvements for these initiatives once established.
Attend US SHIP's annual "House of Delegates" meeting where producers and industry representatives help define and update the program's standards.
Provide oversight to livestock markets that sell swine and identify the percentage of swine that are properly identified.
Identify garbage feeders and implement standard operating procedures to mitigate disease risk.
Veterinary Field Support:
Brief Duty Description:
Assist with other disease and program investigations as needed.
Assist with disease response and disease mitigation efforts as needed.
Handle livestock safely and efficiently in order to support the VMO performing venipuncture and collecting samples as directed on live animals.
Assist with TB testing and necropsies as needed
Collect and process samples for shipment at slaughter facilities, farms, feedlots, and other production facilities.
Producer Relations, Industry Education, and ADT outreach:
Brief Duty Description:
Network and enhance relationships with producers and other industry stakeholders.
Educate the livestock industry and general public on livestock regulations and animal disease traceability.
Schedule, organize and conduct producer meetings, coordinate with CSU Extension, local wool growers, 4H, and other producer groups, in coordination with other CDA AHD staff.
Coordinate with the AHD traceability team on ADT outreach and education.
Assist at fairs and livestock exhibitions with animal health inspections and ensuring compliance with movement and show requirements, including with the Colorado State Fair and National Western Stock Show.
Attend, participate, speak at, and assist in industry functions.
Other Duties as Assigned
Brief Duty Description:
Provide support for ongoing activities as needed at CDA in the AHD.
Support other disease response activities, such as HPAI, VSV, or other outbreaks.
