Empire State University seeks a Director of Digital Accessibility, Privacy, and IT Compliance within the Office of Information Technology. This position provides strategic leadership to ensure that the university's administrative and non-instructional technologies, systems, and services are accessible, compliant, and aligned with data privacy and identity management practices.
The Director leads the development, implementation, and oversight of programs that advance digital accessibility for non-academic systems and services, while strengthening institutional compliance, data privacy, and identity governance. This role partners closely with ITS leadership and stakeholders to embed accessibility, privacy, identity management, and compliance into operational practices and technology governance.
Duties and Responsibilities
Digital Accessibility, Privacy, and Compliance Leadership
Lead the university's efforts to ensure accessibility of non-instructional digital systems, services, websites, and content in alignment with ADA, Section 508, and related standards.
Develop and implement strategies that integrate digital accessibility, data privacy, identity management, and IT compliance across administrative and operational technologies.
Ensure institutional adherence to applicable regulations and standards (e.g., FERPA, GLBA, ADA, Section 508, GDPR, NY SHIELD Act).
Provide strategic oversight of identity governance practices, including access controls, role-based access, and lifecycle management in support of privacy and security objectives.
Promote a culture of inclusive design, responsible data stewardship, and secure, well-governed access to systems and information.
Policy Development and Oversight
Develop, maintain, and oversee policies, standards, and procedures related to digital accessibility, privacy, identity and access management, and IT compliance.
Collaboration and Governance
Partner with IT and security teams to align identity and access management practices with compliance, privacy, and accessibility requirements.
Audit, Risk Management, and Remediation
Coordinate internal and external audits related to IT compliance, accessibility, data privacy, and identity/access controls.
Identify and assess risks related to accessibility, compliance, privacy, and identity management; develop and implement mitigation strategies.
Oversee remediation efforts to address accessibility barriers, compliance gaps, privacy risks, and access control vulnerabilities.
Job Requirements:
Required Qualifications
Bachelor's degree from an accredited institution; OR an Associate's Degree plus three (3) years of relevant work experience.
A minimum of two (2) years of experience in IT compliance, identity management, digital accessibility, or related higher education leadership roles.
Experience with identity and access management (IAM), including role-based access control, provisioning/deprovisioning, and identity governance frameworks.
Knowledge of regulatory frameworks (FERPA, GLBA, HIPAA, ADA, Section 508, GDPR, etc.).
Strong understanding of accessibility standards, assistive technologies, and universal design principles.
Excellent analytical, problem-solving, writing, and communication skills.
Preferred Qualifications
Master's degree.
Experience in higher education environments.
Experience in reading contracts and legal documents.
Demonstrated ability to lead cross-functional initiatives and manage organizational change.
Demonstrated ability to work collaboratively with technical and non-technical stakeholders to advance institutional compliance, accessibility, and privacy goals.
Special Information
Occasional travel may be required to fulfill department, division, and university-wide commitments.

Rank/Salary: Senior Programmer-Analyst, SL4 / $85,000-$95,000, dependent on experience and qualifications.
