Responsibilities You will serve as the branch head and direct a program segment that performs technical and administrative work. You will direct administrative services which support and directly affect the operations of a complex military operation. You will apply analytical processes to the planning, design and implementation of NMCI services to improve information systems (IS) and networks. You will be a security advocate, responsible for program management and formulation of Cybersecurity IT guidance and procedures. You will focus on the integration of Cybersecurity information policy structure. You will advise and brief superiors on sensitive policy issues and problems, makes recommendations in critical areas, and initiates authoritative professional action as necessary. You will demonstrate and apply subject matter expertise within the scope of DoD and Navy policy, regulations and internal protocols. You will recommend, consider, evaluate, and utilize appropriate Cybersecurity measures and protection methods to meet program goals and objectives. You will serve as lead to develop long-range plans for Cybersecurity/network security systems. You will analyze and interpret Cybersecurity policies and develops, updates and/or recommends improvements. You will conduct vulnerability assessments and analysis of security requirements for new or modified Information Systems. You will have direct supervisory management responsibility for civilians assigned to your branch that constitute a major duty occupying at least 25 percent of the position's time. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower pay band NH-02 (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: leading the implementation of information technology cyber security operations (e.g., Network Accreditation, Network Management, Cybersecurity Management) to support organizational goals. Your experience must also reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving. 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include: conducting risk and vulnerability assessments of planned and installed information systems to identify vulnerabilities, risk and protection needs. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include: applying information systems security principles, policies, and procedures to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to system, networks, and data. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: providing expert technical advice, guidance, and recommendations to management and other technical specialist on critical IT issues. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: identifying conflicting system interface problems and developing solutions.
