MassHealth is seeking qualified applications for the position of Systems Operations, Analyst, Production. The Systems Operations, Analyst, Production supports the development and implementation of the Massachusetts Health Insurance Exchange/Integrated Eligibility system (HIX/IES) and other MassHealth Eligibility systems including, but not limited to: MA21, One Health, MMIS, and Integrated Eligibility & Enrollment (IE&E) work tracks, including Common Noticing Solution (CNS) and MyServices Common Portal/Common Application. The System Operations Analyst, Production is a part of the Production Validation Team and primarily focuses on supporting the analysis and resolution of production incidents, validating production issue solutions and workarounds, assisting with HIX release and subject matter expert activity, and provides general support across Systems Operations initiatives and other MassHealth systems as needed. Duties and Responsibilities (these duties are a general summary and not all inclusive): · Research, investigate and analyze production issues reported in the HIX Eligibility System and other MassHealth Eligibility systems including but not limited to: MA21, One Health, MMIS, and Integrated Eligibility & Enrollment (IE&E) work tracks, including Common Noticing Solution (CNS) and MyServices Common Portal/Common Application. · Participate in production incident triage meetings to triage issues encountered by internal and external customers and stakeholders. · Validate data corrections and workaround scripts in production and testing environments and execute workarounds in the system as needed. · Review and assess documentation related to production issues, root-cause-analysis assessments, proposed workaround solutions, business and functional requirements and other documentation needed to support Production Validation Team operations and the duties of this position. · Support User Acceptance Testing (UAT) for implementation of additional HIX development when needed. · Use Microsoft Excel to analyze data. · Collaborate with and support the I-MEC concept of statewide standardization of practices, policies, and workflows in use across all MassHealth eligibility operations. · Perform other related duties and special projects, as required. Required Qualifications: · Knowledge of the methods and ability to prepare and use general reports, graphs, and tables. · Ability to understand, explain and apply the laws, rules, regulations, policies, procedures, etc. governing assigned unit activities. · Ability to analyze and determine the applicability of data, to draw conclusions and make appropriate recommendations. · Ability to gather information by examining records and documents and by questioning individuals. · Ability to assemble items of information in accordance with established procedures. · Ability to determine proper format and procedure for assembling items of information and maintain accurate records. · Ability to write concisely to express thoughts clearly and to develop ideas in logical sequence. · Ability to follow written and oral instructions in a precise, understandable manner. · Ability to establish rapport with others and maintain harmonious working relationships. · Ability to adjust to varying or changing situations to meet emergency or changing program requirements. · Ability to exercise sound judgment and the ability to exercise discretion in handling confidential information. Preferred Qualifications: · Extensive and in-depth knowledge of MassHealth policies, programs and procedures. · The ability to integrate this knowledge with new and existing IT systems. · Experience performing data validation and analysis on large datasets. · Proficiency in Microsoft Office applications including Outlook, Word, Excel, PowerPoint, Visio, Project, and Teams. · The ability to work under significant time pressures to meet unanticipated demands. · Strong interpersonal, and communication skills. · The ability to work collaboratively within a team-oriented environment yet able to maintain high productivity levels when working independently. · The ability to build productive relationships across various levels of internal and external stakeholders. · Experience supporting an eligibility system production environment and working collaboratively to triage and resolve issues. · Exposure to complex system testing and implementation. · Data validation and analysis techniques. · Experience working within a fast-paced and collaborative environment.
