Summary This position is located with Bonneville Power Administration, in the Office of Civil Rights and Equal Employment Opportunity (EEO) (AE), Executive Office (A). A successful candidate in this position will serve as a senior Data Analyst for the EEO program and is responsible for providing management with objectively based data-driven recommendations derived from the design, development, and implementation of advanced data systems and tools to support the management and oversight of EEO programs. Responsibilities As a Data Scientist, you will: Lead the design and implementation of advanced data products, databases, and analytical tools to support oversight and management of EEO programs. Develop and deliver complex data solutions using platforms such as Power BI, Tableau, Microsoft Excel, and other data visualizations tools to provide real-time visibility into program performance, identify trends and emerging issues, and strengthen accountability. Collect, integrate and reconcile data from multiple internal and external sources to produce accurate and timely datasets that support comprehensive tracking, analysis, and reporting of EEO program activities. Validate data integrity to ensure accuracy and reliability. Lead comprehensive enterprise-wide analysis of complex EEO program data spanning multiple programs, reporting systems, and data sources. Develop and deliver executive-level briefings and presentations that translate complex datasets into clear graphic findings, trend analysis, and actionable recommendations, using data visualization techniques to convey key insights effectively. Lead complex program evaluations, studies, and project initiatives to assess performance, efficiency, and effectiveness across EEO functional areas. Design and apply evaluation frameworks, methodologies, and performance metrics, incorporating data analysis and visualization tools to measure outcomes and identify systemic gaps. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position. - OR - B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience. SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is defined as experience 1) designing, developing, and implementing platforms such as Power BI or Tableau (or other similar platforms) to query, integrate, and reconcile data from multiple sources to create datasets, dashboards, and reports; and 2) performing analysis of program data to identify trends, measure performance against requirements, and develop recommendations for program improvements. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
