About this Job
The Division of Administration/Office of State Buildings has a vacancy. This job title has an assigned pay grade of AS-615.
The Office of State Buildings (OSB) maintains the Division of Administration owned facilities as well as the Office of Facilities Corporation (OFC) facilities located statewide (i.e. New Orleans, Baton Rouge, Lafayette, Alexandria, Shreveport, and Monroe). All maintenance activities for the facilities are processed via the Work Control Program. This position has responsibility for the agency's computerized maintenance work order program and project accounting program, agency payroll, property & inventory control and warehouse management.

The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
Overseeing the state's capital construction program
Working to provide state and federal grants for community development
Development of the state budget
Providing technology services
Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Three years of experience in administrative services; OR
Six years of full-time work experience in any field; OR
A bachelor's degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
The Office of State Buildings executes all OFC and OSB internal projects valued at less than $50,000.00 for the buildings it maintains.
Prepares projects for all DOA buildings in the following areas: Baton Rouge, New Orleans, Shreveport, Lafayette, Monroe, Alexandria
Receives requests for service, classifies request, prioritizes requests, and assigns work.
Prepares justification and estimation approval and tenant project cost forms for projects.
Responsible for the maintenance of records of each project, which includes entry of materials usage and labor hours and monitors, projects progression for completeness.
Communicates with supervisors and managers in rescheduling orders or answering questions about orders, materials and billing as necessary.
Confers with representatives from other agencies giving status on project(s), start and completion dates, adding to requested projects, and obtaining agency accounting information for proper billing.
Coordinates billing with Office of Finance and Support Services for all OFC and OSB internal projects valued at less than $50,000.00 for tenants in all buildings maintained by OSB. At least half of projects include more than one fiscal year, including materials and labor costs.
Communicates with tenant agencies regarding invoice billing for completed work and makes appropriate adjustments if necessary.
Responsible for the final postings of work orders for labor usage and closes out work orders/projects.
-This position is responsible for supervisory tasks of a large scope, involving the receipt of requests for service, the preparation of the work orders that stipulates the services to be performed, assignment of the work orders on a priority basis, reporting the execution of the orders, and billing agencies utilizing LaGov (ECC).
-This position is responsible to properly utilize LaGov (ECC) to record the time and date when service requests are received and the orders issued.
Supervises the preparation and accounting of payroll for the agency. The Office of State Buildings has a complex payroll, which include 24-hours coverage in the Central Plant of the Mechanical Division, 12-hour shifts in the Central Plant, and on-call pay.
-Performs all Human Resources functions at the agency level. These functions include completing hiring packages, separation packages, FMLA packages, reports, organizational charts, processing PES, SF-3s, etc.
-Supervises an Administrative Coordinator 4 in all areas of warehouse management and property/inventory control.
Position-Specific Details:
Appointment Type: This vacancy will be filled by new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
