The primary purpose of this position is to serve as an Information Systems Security Officer (ISSO) with responsibility for security planning, coordinating, and overseeing the security during installation, testing, modifying, upgrading, operation, troubleshooting, and maintenance of the network and server hardware and software systems on the installation's network. Responsibilities DUTY 1: Performs services as Information Assurance Specialist and Squadron JWICS Information System Security Officer. DUTY 2: Provides technical guidance and instructions to users and other IT specialists for the JWICS network. DUTY 3: Serves as a technical advisor to management for JWICS. Participates as a key member and advisor on special committees and special projects designed to study methods to enhance the use of information technology. DUTY 4: Maintains liaison with manufacturers, professional organizations, and counterparts at other installations and services regarding available products and state-of-the-art technologies and advancements for JWICS. DUTY 5: Performs other related IT work such as monitoring, testing, analyzing, maintaining and operating IT databases and software. Requirements Conditions of Employment Qualifications This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions BASIC REQUIREMENT: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate GS-5 through GS-15 (or equivalent): For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of systems integration methods, performance tuning methods, test and evaluation methods and procedures, IT security principles and methods, and project management principles and methods sufficient to plan and coordinate the installation of new products or equipment. Knowledge of configuration management methods and techniques for integrating information system components sufficient to install and maintain software and hardware, optimize functionality of systems, and diagnose and recover failed systems. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of IT INFOSEC security requirements for JWICS for certification and accreditation, network operations and protocols, and performance management methods sufficient to plan and conduct security accreditation reviews for installed systems or networks and assess and advises on new or revised security measures and countermeasures based on the results of accreditation reviews. 2. Knowledge of Local Area Network for JWICS security requirements and techniques for protecting computer systems from viruses, data tampering, and unauthorized system entry; and knowledge of a full range of IT security principles, concepts, practices, products and services and methods for evaluating risk and vulnerability, and disseminating IT security tools and procedures for JWICS. 3. Knowledge of a broad range of telecommunications concepts and principles, operating modes, systems, media, equipment, equipment configuration, and related software systems, processes and procedures to assess and advise on vulnerability to attack from a variety of sources and procedures and methods for protection of JWICS systems and applications. 4. Knowledge of the principles, methods, and practices for integrating information network and system components sufficient to plan, coordinate, and administer computer network and systems, and optimize network and system performance; and knowledge of performance tuning tools, and project management methods sufficient to optimize network and systems performance, and perform a wide range of network and systems administration functions.5. Knowledge of operating systems, associated devices, and the interoperability of systems sufficient to install, upgrade, troubleshoot, test, and maintain those systems; to optimize the functionality and performance of network and systems; and to ensure the availability, integrity, efficiency, and reliability of servers. 6. Ability to apply methods and practices for troubleshooting, recovering, adjusting, modifying, and improving network and systems to solve complex problems, provide support that minimizes interruptions in service to customers, and maintain liaison with industry and other activities to provide awareness of state-of-the-art technology. Ability to communicate orally and in writing and knowledge of safety and security regulations, policies, and procedures. CONDITIONS OF EMPLOYMENT CONT'D: 1. Information Assurance Certification is a condition of employment. This position includes information assurance (IA) work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve the appropriate IA certificiation within six months of assignment of these duties. A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper IA certification may result in removal from this position. 3. Position is designated special-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI). A non-disclosure agreement must be signed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
