This newly established role serves as the Human Resources Director for MNsure and is a key member of the agency's leadership team. The HR Director provides expert consultation to the CEO, Chief of Staff/General Counsel, senior leaders, and managers on complex and sensitive HR matters while also serving as MNsure's Affirmative Action Officer and ADA Coordinator.
This is a unique opportunity to build and shape MNsure's internal HR function from the ground up. The HR Director will lead a small but high-impact HR team, establish foundational processes, and create a modern, service-oriented HR environment that supports MNsure's mission and workforce.
Key responsibilities include:
Leading and directing all HR programs, such as recruitment, selection, classification, compensation; and the background check / reference check process;
Labor relations and performance management oversight;
Workforce planning oversight. Training and development, Manage new employee orientation and ongoing employee / supervisor / manager training;
Affirmative Action and ADA coordinator;
Health and Safety contact;
Benefits and leave management administration;
HRIS (SEMA4) transactions oversight;
Workers' compensation administration;
This role is ideal for an experienced, collaborative, forward-thinking HR leader who is energized by building systems, strengthening culture, and creating a consistent, compliant, and people-centered HR foundation.

This position is eligible for hybrid telework. Employees living within 50 miles of the office will be required to work in the office at least 50% of the time each month. Employees may reside outside the state of Minnesota if they live in a state bordering Minnesota and are within 50 miles of the primary work location.
Existing employees who were approved to telework from a bordering state and more than 50 miles from their work location before June 1, 2025, may retain this arrangement unless they move further away.
Minimum Qualifications
Four (4) years of progressively responsible human resources experience in three or more of the following areas:
Labor relations/progressive discipline administration
Management consultation in strategic planning and workforce development
Compensation decisions and classification job analysis
Full cycle recruitment
*A bachelor's degree in human resources or a closely related field as determined by the agency (e.g., Psychology, Business Administration with HR emphasis) may substitute for one (1) year of Human Resources experience.
All applicants will be further reviewed on these additional qualifications:
Demonstrated leadership, which may include any of the following:
Supervisory, team lead, lead worker or project lead.
Completion of a leadership development programs such as Emerging Leaders Institute (ELI), Senior Leadership Institute (SLI), or equivalent programs.
Leading a program, committee, or Employee Resource Group, paid or unpaid that includes 1+ years of identifying issues, goals, and strategic actions and a 100+ hours per year time commitment.
Experience developing and implementing HR policies, procedures, and strategic initiatives.
Experience developing and facilitating professional development, guidance, and consulting to senior executives, managers, and supervisors.
Experience facilitating constructive resolution of workplace conflicts, coaching, mediating disputes, and implementing solutions.
Experience conducting workplace investigations and managing performance management or progressive discipline.
Expectation is for the incumbent to obtain Delegation of Authority for selection, classification, compensation and labor relations from MMB within one year.
Preferred Qualifications
Experience working in the public sector in a Human Resources role.
Working in an HR office within the State of Minnesota with delegation or sub-delegation of authority in classification, selection, and compensation.
Experience supporting or leading affirmative action initiatives and/or programs.
Experience with the State of Minnesota's HRIS system and an Applicant Tracking system (Ex: State systems: SEMA4/Recruiting Solutions/PTR tracking system).
Demonstrated ability to work effectively with individuals from diverse backgrounds and cultures.
