This announcement will be used to fill two new positions in our office. The Staffing Representative is an integral part of the HR team that supports approximately 1,300 employees at MnDOT's Metro District. This position performs human resource services and provides consultation for staffing functions, including classification, compensation, recruitment, selection, contract interpretation, and workforce planning.

Job duties include:

Partner with managers and supervisors to understand staffing needs and recommend creative, practical solutions to support organizational goals.

Advise leaders on position descriptions as well as classification standards and processes.

Evaluate new and existing positions to determine accurate job classifications and prepare job audit documentation.

Develop hiring strategies in partnership with agency recruiters to attract strong applicant pools.

Manage job postings, review applicant materials, and guide hiring managers on effective and consistent interview and selection practices.

Provide guidance to supervisors on interpreting labor agreements, compensation frameworks, and organizational policies and procedures.

Consult with leaders on workforce planning and organizational structure to support long-term staffing and operational effectiveness.

This position is located at Water's Edge in Roseville and has the flexibility to work a hybrid schedule or work in the office. If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.

Minimum Qualifications

Two (2) years of experience performing professional human resources functions.

Experience must include the following:

Performing job evaluation/analysis

Coordinating recruitment, hiring, and selection

Using a human resource information system (HRIS) such as PeopleSoft, Workday, ADP, etc.

Applying and advising on employment laws, rules, and/or collective bargaining agreements, and ensuring compliance

*NOTE: A bachelor's or master's degree in human resources, Industrial Relations, Organizational Development, or a closely related field substitutes for one year of professional human resources experience.

Preferred Qualifications

Demonstrated research and analytical skills

Experience writing formal reports, research papers, or memorandums

Experience analyzing compensation for experience and equity

Experience in a union environment and interpreting bargaining unit agreements

Experience performing HR functions in public service (municipal, county, state, federal, or Tribal)
