Description of Job
This Administrator V position is a Warehouse Operations Manager for the Colorado Department of Corrections (CDOC). Primary responsibilities include but are not limited to the following: providing direction, leadership, expertise, and supervision toward fulfilling the CDOC mission by efficiently managing DOC Warehouse Operations at six (6) locations located at Arkansas Valley Correctional Facility, Buena Vista Correctional Facility, Canon City Central Warehouse, Denver Women's Correctional Facility, Limon Correctional Facility, and Sterling Correctional Facility. This position is responsible for procedures development for state-wide Corrections warehouse operations; supply chain management, training of employees; personnel management to include resolving of inter-personal issues and disputes; enforcing Department of Corrections (DOC) and State policy by interpreting and clarifying rules and regulations set forth by DOC Administrative Regulation and State law. Responsible for timely evaluation of all DOC Warehouse Operations employees and direct evaluation of warehouse CSTS III. Position provides accountability of state property inventoried within Warehouse System - by - providing/supervising proper specific care for a multitude of commodities and assuring correct and efficient receipt, storage, rotation, issuing/delivery, cost charging, and replenishment of inventory.
Operations: Position determines proper equipment needed for function of warehouse mission and determines replacement schedule of existing equipment to include: manual and power material handling equipment, and distribution equipment (trucks) to include appropriate size, configuration, and special equipment. Position provides consultation to the department in the construction of new warehouse units & existing warehouse expansion by suggesting and justifying layout, specifications, and equipment requirements for new facility warehouse construction, existing warehouse expansions projects, and other projects affecting CDOC Warehouse operation.Primary responsibilities include, but are not limited to:
Manages the procurement of DOC Warehouse inventoried commodities
Reviews and oversees the approval of Purchase Orders
Evaluates and approves purchases submitted by other departments
Solves unusual and difficult purchasing problems, resolves controversies, investigates complaints, and invokes remedies by analyzing, exercising discretion and independent judgements to achieve amicable solutions.
Negotiates special commodity buys according to budgets
Administers and oversees the approval of warehouse commodities
Analyzes cost of operations and long range of planning to meet the needs of six (6) warehouse operations
Reviews and approves of warehouse inventory and commodities
Develops and reviews existing policy and procedures and as inventory management issues may arise
Investigates and verifies variances and approves reconciliation posting of inventory accounts
Ensure that changes to warehouse operations inventory files and tables are properly authorized, accurate, and recorded in a timely manner.
Determines budgetary requirements for warehouse operations; identifying equipment needed for function of warehouse and determines replacement schedule of existing equipment

Eight (8) years of employment experience in warehouse inventory management and familiar with warehouse policies and procedures. OR
Applicant may meet the eight (8) year requirement with a combination of work experience as follows:
A minimum of six (6) years of employment experience as described above may be combined with related education related to the work assigned to equal to eight (8) years Education: Completion of formal education at an accredited, non-correspondence trade/vocational school, college or university that resulted in demonstrated competencies equivalent to those gained through the required experience may be substituted for the experience on a year for year basis. If you are using education as a substitution, you must attach transcripts showing the name of the institution, your name and student ID, the degree and date awarded. Required Competencies:
Proficient in understanding logistics and supply management
Extensive knowledge of warehouse policies and procedures
Ability to make decisions to immediately improvise or change policies and procedures
Proficient understanding of purchasing process and conclusions for special circumstances as they arise
Ability to develop policy and direct and supervise the operations of a fully functional Warehouse System
Extensive knowledge of inventory principles and practices
Knowledge of the care and storage of varied goods
Ability to work with Food Service Manager on specifications for food items required to fulfill needs of the DOC standardized menu
Proficient understanding of food specifications
Must be familiar with basic tents of Jewish and Muslim dietary law, as position is key to the procurement of religious diet items.
Ability to investigate and solve problems and complaints
Self-control, a strong sense of ability to work in stressful, potentially violent situations.
Ability to remain alert, emotionally stable, and mentally resilient under pressure and observant throughout their shift.
Tolerance to stress, confinement, and high-stakes interaction.
Ability to read and comprehend, and effectively communicate fluently in English, both verbally and in writing.
Preferred Qualifications:
Warehouse operations employment experience within the last two (2) years
Employment experience in cross-functional collaboration
Employment experience with inventory and/or purchasing systems

Possess a valid driver's license. Drivers must maintain a valid, non-restricted Colorado driver's license, obey traffic laws, and be able to safely operate a motor vehicle. Possess a high school diploma or GED
Have NO felony convictions, to include any actions defined in 5 U.S.C. 301; U.S.C. 509, 510; 42 U.S.C. 15601-15609. The CDOC shall not hire nor promote anyone who may have contact with an offender who has engaged in sexual abuse which includes acts, activity, and sexual behavior, in a prison or other institution as defined in 42 U.S.C. 1997; or has been convicted of engaging or attempting to engage in sexual activity in the community facilitated by force, overt or implied threats of force or coercion, or if the victim did not consent or was unable to consent or refuse, or has been civilly or administratively adjudicated to have engaged in the activity described in the above paragraph. The agency shall consider any incidents of sexual harassment in determining whether to hire anyone who may have contact with offenders or residents.

Successfully pass all modules of the six-week Colorado Department of Corrections Basic Training, to include English reading comprehension, relevant competency assessments and written/practical exams in Defensive Tactics.
Possess the physical ability to successfully complete Defensive Tactics
Lift arms above head and kick as high as own waist
Stabilize another person to accomplish a controlled take down
Use arms, palms of hands, shins, and feet to deliver blows
Withstand impact (slow speed or with a safety bag) on own body from strikes/blows
Swing a baton in a striking technique
Rotate body 90 degrees with feet planted for striking with foot or using a defensive tactic
Get down on one or both knees and up again with multiple repetitions
Will be exposed to Oleoresin Capsicum during Basic Training and will be exposed while on assignment
Must be able to see and hear in order to observe, address and respond to potential breaches in safety and security
Seize, hold, control or subdue violent or assaultive persons and defend oneself or others to prevent injury
Demonstrate body agility, strength of all four limbs and the ability to walk and climb stairs consistently
Work in situations involving assaultive behavior, physical control of another person and/or restraint situations
Deal with individuals with a range of moods and behaviors, utilizing tactfulness and a congenial, personable manner
Work with people of the opposite sex, diverse racial ethnic groups, mentally ill and emotionally disturbed offenders
Communicate by talking, listening and/or signaling people to convey or exchange information, assignments
Work in an environment with fluctuating noise and temperature (hot and cold) which may include working outdoors in inclement weather and/or concrete floor/wall work settings
Willing and able to travel
Willing and able to work various shifts, days, afternoons, graveyards (nights) which includes a rotating shift schedule
TB (tuberculosis) screening is required of all new employees upon hire
Successful completion of a background investigation is required. Should applicant's background reveal criminal charges, it shall be the responsibility of the applicant to provide the Department of Corrections with written/official disposition of any charges.
The CDOC is committed to a work environment free from illegal drugs and alcohol. Employees (see exception below) may use marijuana in their personal time but are prohibited from working while under the influence of any substance, including marijuana. A drug test will be administered to all new employees; employees must successfully pass. Random drug screening will occur throughout employment.
Exception: Peace Officer Standards and Training (POST) certified employees are prohibited from the use of marijuana. Health care professionals must check their licensing requirements regarding marijuana use.
Appeal Rights:
