Hiring Range: **$140,000.00 - $157,000.00
This is an in-person position. This position has an anticipated schedule of Monday -- Friday 8:00AM -- 4:30PM; Willingness to provide responsive support during urgent or sensitive situations outside normal business hours and maintain reliable availability.

Assists the Executive Director in the administration, operational leadership, strategic direction, and management of the Department of Community Resources. Serves as a senior executive leader responsible for supporting departmentwide operations, strategic initiatives, organizational effectiveness, and cross-divisional coordination, with primary operational oversight of the Justice Services Division and authority to support departmental operations across assigned service areas. Represents the Executive Director and Department in operational, administrative, judicial, intergovernmental, and community matters as assigned and may serve on behalf of the Executive Director when delegated. Employment is subject to the terms, conditions, and policies detailed in the Personnel Policies Manual (PPM). This position requires regular in-person presence as an essential job function.
Essential Duties/Responsibilities
Assists the Executive Director in the administration, leadership, operational management, and strategic direction of the Department.
Provides executive oversight and operational leadership for assigned divisions, programs, and operational areas, including primary operational oversight of the Justice Services Division.
Directs, oversees, and evaluates operational effectiveness, service delivery, staffing structures, workflow processes, and program performance within assigned operational areas.
Conducts and oversees performance management activities, including evaluations, coaching, employee development, corrective action, and disciplinary processes; provides guidance and support to division leadership regarding personnel matters and organizational performance expectations.
Oversees implementation and administration of departmental and division programs, operational initiatives, policies, compliance requirements, and service standards.
Supports departmentwide strategic initiatives, operational priorities, organizational goals, and major projects to ensure alignment, accountability, timely implementation, and effective public service delivery.
Coordinates and facilitates resolution of cross-divisional operational issues, service disruptions, staffing challenges, and emerging risks in partnership with division leadership and the Executive Director to support operational continuity, organizational alignment, and effective service delivery.
Coordinates with courts, law enforcement agencies, governmental entities, community organizations, external partners, and stakeholders to support interagency collaboration, operational continuity, and effective public service delivery.
Oversees departmental and divisional performance measures, operational metrics, dashboards, reporting systems, and accountability processes.
Supports budget development, fiscal planning, resource allocation, staffing analysis, grants administration, and operational forecasting for assigned divisions and departmental initiatives.
Evaluates operational needs and recommends organizational, procedural, staffing, technological, and service delivery improvements to strengthen efficiency, effectiveness, accountability, and customer service.
Assists with development, interpretation, and implementation of departmental policies, procedures, operational standards, and administrative practices.
Provides executive-level analysis and recommendations regarding operational issues, staffing models, organizational structure, service delivery concerns, policy implementation, risk management, and emerging operational priorities.
Oversees or supports development and implementation of centralized operational support functions, administrative systems, data tracking processes, grant coordination activities, outreach initiatives, and related departmentwide operational functions as assigned.
Oversees preparation and coordination of reports, presentations, agenda materials, operational analyses, and recommendations for executive leadership, the Board of County Commissioners, judicial stakeholders, and external agencies.
Supports organizational development initiatives, including workflow improvement, employee engagement, leadership support, succession planning, change management, communication, and operational capacity-building efforts.
Oversees assigned operational, administrative, programmatic, or centralized support functions as directed.
Serves as the Executive Director in their absence as assigned, including delegated authority to support operational continuity, decision-making, and departmental oversight.
Performs other duties as required.
