Summary You will serve as a FACILITIES OPERATIONS SPECIALIST in the Engineering, Facilities and Safety Division Chief under the Administration and Logistics Directorate (11) of NCIS. This position is in the excepted service and does not confer competitive status. This job opportunity announcement has a first cut-off of 50 applicants. Responsibilities You will perform a wide variety of extremely complex and specialized duties encompassing planning, developing, estimating, organizing, scheduling, evaluating, and overseeing facility projects. You will analyze and develop projects in terms of the impact on resource requirements and develop new and/or revised operating procedures and standards. You will review facilities management policies, procedures, projects studies and other material that sustains facilities and recommends approval to NCIS policies and procedures. You will develop workspace reorganization and personnel movement plans as required and oversee their execution through to completion. You will maintain a log of all active, outstanding, and completed service requests. You will recommend approval, modification, or rejection of projects. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Planning, estimating, scheduling, evaluating, and overseeing facility projects. Analyzing and developing projects in terms of the impact on resource requirements and developing new and/or revised operating procedures and standards. Advising and recommending solutions on all facility related issues. Managing facilities space planning, space assignment, space evaluation, and utilization. Planning for future expansion in accordance with the future changing needs of NCIS personnel and requirements. Reviewing and coordinating detailed and comprehensive cost estimates, project funding, bid evaluations, and construction estimates in support of facilities management operations. Correcting all emergent life threatening or anticipated degradation to NCIS infrastructure discrepancies within their authority and capabilities. Minor workspace reconfiguring, including mounting new equipment (e.g., television monitors, smart boards, bulletin boards), and conducting minor workspace infrastructure modifications or repairs. Assisting in conducting periodic inspections and emergency evacuation procedures and drills. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Additional Information This position is covered by the Department of Defense Priority Placement Program. Additional vacancies may be filled by this announcement. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments. This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date). The selectee's inability to successfully pass; or refusal to conduct the test may result in: 1) the tentative or final job offer being withdrawn during the recruitment process; or 2) subsequently being removed from Federal service for failure to meet a condition of employment. You may be required to sign a "Drug Test Statement of Understanding" if you are selected for this position.
