Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. Responsibilities Perform SCADA, DACS, Distributed Control System (DCS), PLC related installation, commissioning, testing, repair, and maintenance activities of intra-project, inter-project, and inter-agency systems. Implement and ensure regulatory requirements on bulk electric system equipment by testing, recording and reporting results on various electrical and electronic equipment. Provide direct support for installation and commissioning, upgrade, inspection, testing and preventive maintenance of electronic and electrical systems pertaining to power generation and ancillary equipment of hydropower project. Occasionally performs lower level electrical/electronic duties to ensure continuity of project operations. Requirements Conditions of Employment Qualifications About the Position: This position has primary responsibility and provides the specialist capability for the installation, modification, adjustment, replacement, diagnosis, repair, software maintenance programming, and preventive maintenance for real-time digital electronic computer control systems (Data Acquisition and Control Systems [DACS]). Minimum Qualifications (Screen Out Element): Ability to do the work of a(n) Electronic System Control Craftworker ~ without more than normal supervision. Must have the ability to perform common tasks of the Electronic System Control Craftworker position. Must have the ability to assemble, install, repair, maintain, and testing real-time digital electronic control computer hardware and software, and digital electronic control equipment. Must be able to receive oral instructions as the nature of repairs, installation, or maintenance to be made, and can proceed to carry out the work, receiving advice and assistance as required, in cleaning, making adjustments and/or repairs, calibration, and retest of equipment including various relays, meters, recorders, controllers, indicators, radio transmitters and receivers, oscillators and amplifiers, electronic relays and other electronic and communication equipment. Must work under the supervision of a work leader or journey-level employee who reviews my work for completion - Failure to meet this Screen out Element will result in an ineligible rating. Physical Efforts: The incumbent handles heavy parts and equipment and works in cramped quarters in tiring positions. Physical effort requires climbing stairs and ladders, and lifting, carrying, pushing, pulling and twisting objects frequently weighing up to, and occasionally over, 45 pounds, and standing for long periods of time on hard surfaces. Ability to work in awkward positions requiring bending, stooping, kneeling, pushing, pulling and twisting. A high degree of concentrated mental and visual attention is necessary to determine cause of trouble and to plan and carry out corrective action; to interpret complex drawings; and to coordinate a high degree of manual dexterity with close visual attention for sustained periods. Ability to distinguish colors is essential. Working Conditions: Works both inside and outside the powerhouse other structures, and outdoors. Outside work subjects employee to usual climate conditions (heat, cold, rain, snow). Work is often unpleasant due to weather, dirt, grease, dust, high noise levels, etc. There is danger of serious injury or death if employee contacts energized equipment and danger of drowning when working above swift moving water. May work with a variety of toxic or caustic materials. Required to work in concrete structures. There is a possibility of cuts, burns, falls, and electrical shock Employee is subject to the discomfort of wearing required safety equipment such as ear plugs, hard hats, gloves, safety glasses, safety harness, etc. Must wear appropriate safety equipment and protective clothing, and successfully complete and maintain all occupational health requirements.
