This position serves our partners at the Minnesota Pollution Control Agency (MPCA). The MNIT MPCA team provides technical expertise for the organization's applications and agency-specific support to ensure every Minnesotan has healthy air, sustainable lands, clean water, and a better climate.
We are seeking a high-energy, self-motivated, results-driven IT Project Manager with exemplary communication skills, stakeholder management and proactive leadership. This individual will provide program and project management for a wide range of projects and initiatives supporting the Minnesota Pollution Control Agency. These projects may be large, highly visible and require collaboration with a variety of business, technology and possibly vendor resources.
The incumbent will be the focal point for project and/or program initiation, planning, execution, control and closure using industry best practices for service/systems creation and development and generally accepted standards outlined in the Project Management Body of Knowledge (PMBOK) and by MNIT. This includes ensuring quality and consistency across multiple projects in the use of proactive project planning, scheduling, scope and risk management, status reporting, change control, issues resolution and other project management controls and practices.
This position is temporary and includes full state fringe benefits; it is anticipated to last up to two (2) years.
This position requires an employee to be onsite at 520 Lafayette Rd N, St Paul, Minnesota at least 50% of the time, with some opportunity to perform work from a telework location. Minimum Qualifications

Position requires a minimum of three (3) years of IT related experience in .
Experience must include:
Demonstrated experience managing all phases of projects, including planning, scheduling, monitoring, and execution to achieve desired functionality and delivery objectives.
Demonstrated experience working with business stakeholders within a cross-functional matrix environment.
Demonstrated experienceinSDLC,PMLC,Agile,SCRUM andWaterfall Methodologies.
Demonstrated ability to communicate clearly and effectively in a manner that facilitates mutual understanding.
Customer-focused approach grounded in active listening, empathy, and solution-oriented problem-solving to deliver positive user experiences.
Education in Information Technology (IT) or an IT related field may substitute for experience as follows: a master's degree for eighteen (18) months of experience; a bachelor's degree for one (1) year; and an associate's degree for six (6) months
Preferred Qualifications
Demonstrated experience with the Atlassian tool suite (JIRA, Confluence and XRay), preferred experience with JIRA administration.
Demonstrated experience managing software development projects using best-practices outlined by PMI, SDLC and PMLC methodologies.
Demonstrated experience with project and portfolio management tools, such as Planview.
Demonstrated experience with contracting processes (Request for Offers (RFOs) and Request of Purchases (PRPs), Purchasing and Contracts) for Commercial of the Shelf (COTS) and Vendor Supplied Software Development.
Demonstrated experience working with Federal, State and/or Local governments.
