SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-12 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Knowledge of emerging digital marketing technologies, AI-powered platforms, and experimental channels including machine learning-driven social media optimization, predicative email automation, intelligent search engine marketing, programmatic advertising, marketing automation platforms, customer data platforms, and next-generation digital experiences. Skill in developing and executing integrated marketing campaigns that include earned traditional media, social media, community engagement, events, partnerships, paid media, boosted social media, and creative content development. Ability to analyze data and trends to optimize marketing performance. Skill to gather, assemble, and analyze facts, draw conclusions, devise solutions to problems, and identify shortfalls/changes required. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy to include conducting briefings, meetings, and interviews with supervisors, employees, management officials, and contractor personnel to obtain specific and unique information about organization missions, functions, and work procedures. Ability to lead innovation teams, foster experimental culture, and mentor technical talent including data scientists, AI engineers, and digital specialists while effectively applying agency safety protocols, cybersecurity frameworks, responsible AI governance, personnel management best practices, and Equal Employment Opportunity regulations to build high-performing innovation teams.
