Summary This position is at the full performance level located in the Department of Veterans Affairs (VA), Veterans Benefits Administration (VBA), Loan Guaranty Service (LGY). The Management Analyst (MA) reports to and serves as a senior professional contributor to the work of the Assistant Director (AD) of the Business and Data Solutions Team (BDS). The MA serves as a consultant and advisor to the AD and supports the management of a portfolio of technology and data-related assets and initiatives. Responsibilities Specific duties include: Results Driven Analyses Supports the program's analytic and policy goals and objectives by effectively accessing, manipulating, analyzing, and interpreting structured and unstructured data to generate insights and deliver intelligence to business stakeholders. Oversee the design and delivery of enterprise and customized reports, dashboards, datasets, visualizations, and other analytic products that contribute to the program's broad need for business intelligence and its incorporation into the development of data-driven policies, procedures, regulations and legislative agendas. Conducts balanced and comprehensive analyses by reviewing the available historical data and other information, current data and research, other similar available data in existence, alternative policy/business approaches, and data/information garnered from stakeholder and policymaker input and perspectives. Product, Program and Project Management Analyzes and supports a wide range of information technology (IT) projects, systems, applications, programs, and procedures within a broad but defined domain which have potential to affect the LGY program on a national and/or strategic level, with Veteran stakeholders or industry partners. Utilizes analytical skill, sound judgement, and the capability to understand, report, and address the implications and ramifications of IT program/project management, controls, and procedures applicable to the program. Business Acumen Serves as a resource to and repository for all data, including appropriate process flow charts, organization charts, and technology human capital materials, organization charts, as pertains to policy efforts, ongoing and initiative based. Reviews operating metrics and provides professional analyses and recommendations as appropriate. Coordinates responses to controlled correspondence with Veterans and Service members, members of Congress, program participants, department entities, other Government agencies, and the public. Building Coalitions, Strategic Leadership and Change Management Provides technical, professional, and administrative guidance to senior level supervisory/managerial officials regarding operating plans, data, documents, and reports in support of BDS objectives and key results. Provides direction and input into data-informed decisions and provides regulatory and legislative recommendations pertaining to systems development, improvement, and deployment, and training on SAFe. Successfully conduct activities, resolve complex and highly visible problems, and make experiential technical decisions across functional areas, federal agencies and industry partners, associations and financial technology companies.
