Summary Commissary Contractor Monitor position is to conduct quality assurance inspections and contract surveillance duties of specified commissary stocking, order-writing, custodial, receiving, holding and/or other contracted services performed in a commissary. Provides comments and recommendations for additions, deletions, or changes to contractor services to ensure compliance with DeCA directives. Approves or rejects contractor's work schedule and checks work for quality and timeliness. Maintains the store's space allocations program by such duties as designating to the contractor proper item shelf locations when shelf tags are missing or otherwise not identifiable. Examples of qualifying experience include: Performs shelf-stocking and inventory Performs in various departments to include meat, produce, grocery, etc. Ensures safety, sanitation, security and housekeeping rules are followed. Operates electronic checkout system. Advises vendor salesperson of adjustments in daily or weekly orders Receives, screens, reviews and/or verifies order documents for accuracy. OR Education: One (1) full year of graduate level education with major study in business administration, public administration, agricultural economics (food industry management), or other fields related to the position; or superior academic achievement. OR Combination of experience and education. To calculate the combination, divide your total months of experience by 12, then divide your graduate level semester hours by the number of credit hours that the school attended has determined to represent 1 year of full-time study or 18 and add the two percentages. If the total is 100%, you meet the minimum qualifications through a combination of experience and education. You must meet the Office of Personnel Management (OPM) qualifications for series 1101 and additional requirements by the announcement closing date. Basic Requirement: (1) A 4-year course of study leading to a bachelor's degree with a major in any field, or (2) At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. AND Qualifications: Your resume must clearly show that you have one (1) year of experience applying Federal laws, regulations, policies, procedures and general business practices to buy and sell goods and services in support of the mission, and using innovative techniques to develop contractual arrangements (specialized experience) equivalent to at least GS-11. You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Physical requirements: (1) Stand, stoop, kneel, bend and climb for prolonged periods. (2) Lift, push, pull, carry, and handle items weighing up to 40 pounds independently and occasionally over 40 pounds with assistance.
