Division of Child Support Services
The Division of Child Support Services (DCSS) exists to ensure that all children receive financial and medical support from each parent through the location of each parent, the establishment of paternity and support obligations, the enforcement of those obligations and connection to resources to assist parents in overcoming any barriers that are impeding their ability to pay child support. To do this, DCSS collaboratively provides case management tools, policy, performance, and operational assistance, and ongoing training to support counties in delivering the child support services program.
This work unit leads the Colorado Child Support Services (CSS) program by assessing and improving program compliance and performance. The purpose of the unit is to continuously enhance the operation of Colorado's CSS program by providing quality supervision and guidance to 54 county CSS programs. The unit's aim is to improve county program compliance and performance, maximize their ability to provide quality CSS services to the public and increase child support collections, and accomplish compliance and performance goals providing assurance that public dollars are expended in a cost efficient manner.

The purpose of this position is to:
Support counties in program compliance and performance management through county collaborative action plans and data analysis.
Act as a regional representative to support county child support programs with policy and program compliance and performance management efforts.
Act as subject matter expert for the Colorado Vital Events System (COVES) interface and associated audits.
Act as a subject matter expert in the areas that are assigned to the position.
Develop program compliance and performance management goals and objectives, that are aligned with the Division's strategic plan, by regularly reviewing program data.
Analyze effectiveness of program goals, initiatives, and objectives; negotiate and implement changes.
Recommend changes to program initiatives and policies to the Division Leadership Team and then design and implement.
Improve statewide program compliance, performance and effectiveness, and ensure policy compliance with statutory and regulatory requirements.
Use a variety of adult learning instructional design methods to equip staff with the knowledge, practical skills, and motivation to carry out work-related tasks aimed at meeting program outcomes.
Provide formal and informal training to the Division as well as to county staff on various subject matters.
Create and foster partnerships with county partners by regularly visiting and engaging with the county CSS programs.

Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights
Minimum Qualifications:
Six (6) years of relevant experience in the child support services program that includes process improvement, quantitative or qualitative data evaluation and/or performance management duties aimed at informing program and policy decision-making.
OR
A minimum of at least Two (2) years in relevant child support experience in process improvement, quantitative or qualitative data evaluation and/or performance management duties aimed at informing program and policy decision-making in combination with related education in Public Administration, Human/Social Services, or related degree that totals 6 years.
Substitutions: Additional appropriate education will substitute for the required experience on a year-to-year basis (up to 4 years). Minimum of two years in child support services program work is required.
Preferred Qualifications:
COWINS Partnership Agreement: Relevant years of State service should be considered as a preferred qualification and given weight under the process. Part-time relevant years of State service will be prorated.
TRANSFERS ONLY: Relevant years of State service will be considered as a preferred qualification and given the weight of at least 15% of the overall score under the process.
Relevant years of State service contribute to a candidate's position-related knowledge, skill, ability, behavior, or other posted competency
Ability to use performance and compliance data, and performance and process improvement strategies to improve outcomes and ensure compliance with regulations and law.
Ability to conduct a comprehensive review and analysis of all factors affecting a performance measure and compliance requirements.
Ability to derive logical conclusions from available information, utilizing a combination of judgment and formal guidance, to determine if program objectives and compliance with regulations have been met.
Ability to analyze multiple sources of information to increase performance and monitor compliance across counties.
Ability to effectively communicate in both written and verbal formats to high level audiences
Experience synthesizing and delivering complex information for use at a management level
Experience presenting data and key findings to high level audiences
Ability to create recommendations for the graphic presentation of performance data
Experience proactively identifying and addressing potential areas of risk
Experience in continuous quality improvement
Proven organizational skills
Experience with the Automated Child Support Enforcement System (ACSES)
Proficiency in Microsoft Office suite, specifically PowerPoint and Excel, and G-Suite including Gmail, Hangouts, Calendar, and Docs, Sheets, Slides, and Forms

Travel - Position may be required to travel throughout the State on a frequent basis to meet with and provide training to county partners or to travel out of state to annual conferences
