Summary The principal duties and responsibilities of the incumbent are to provide administrative assistance and support of the Veteran Readiness and Employment (VR&E) division supervisory and management staff. The incumbent consolidates administrative reports and communicates information to the stakeholders, assists and advises the staff in achieving the maximum utilization of manpower, space, and funds, through detailed studies and analyses of workflow, manpower usage, and fund expenditures. Responsibilities Typical duties include, but are not limited to: Initiates, directs, coordinates and conducts studies involving realignment of services, changes in organizational structure and methods of operations to promote efficient services using VBA standards and general administrative guidelines Reviews analytical, statistical and operational data Creates written technical reports containing viable solutions to problems in areas of hands-on customer service, work flow, case management, staffing utilization, and resource management Takes systematic steps to ensure VR&E Officer remains in compliance with Purchase Card Program Responsible for ensuring all counselors follow-up in writing with any disputes related to Purchase cards Coordinates the work of support staff at the RO and out-based locations Interprets policies, rules, regulations, and major operating procedures to technical/clerical personnel of the office with respect to administrative policy and procedural questions Provides administrative and technical support to VR&E Contracting Officer Representative (COR) for the Southeast District Assesses and analyzes manpower needs in all areas of the Montgomery VR&E Division, and makes recommendations to the VR&E Officer on FTE redistribution based on mission driven need Manages Systematic Analysis of Operations (SAO) reporting and execution Promotion Potential: The full performance level of this position is GS - 11. To be creditable, specialized experience must have been equivalent to at least the next lower grade level (GS-09) in the normal line of progression for the occupation. GS-11 Grade Level: Specialized Experience: You must have one (1) year of specialized experience equivalent to the GS-09 level. Specialized experience includes, but is not limited to: Experience that demonstrates: 1) a practical knowledge of developing, or revising objective testing measures, to provide a clear analysis of trends or projections; or 2) experience gathering information and analyzing the data in order to make recommendations or develop guidelines based on the results. This level of work would have involved gathering information, analyzing data, developing findings, making recommendations, and adapting guidelines or methods to the needs of the assignment OR Applicants may substitute education for the experience required with a Ph.D. or 3 full years of equivalent higher level graduate education leading to such a degree or LL.M., OR A combination of education and experience: Equivalent combinations of (1) specialized experience and (2) PH.D graduate education.
