Description of Job
The Work Unit:
The Indoor Environment Program (IEP) exists to implement and enforce three state-wide, legislatively-mandated, regulatory programs: asbestos control, chlorofluorocarbons (CFCs) registration, and lead-based paint control. The program develops regulations, issues permits and certificates, inspects sources for compliance with those regulations, takes appropriate enforcement action against entities found to be out of compliance, and responds to spills and emergencies (e.g., building fires), complaints, and natural disasters (e.g., tornadoes, wildfires, and floods).What You Will Do:
This position exists to ensure compliance with state and federal environmental regulations in order to minimize release of and exposure to asbestos and lead-based paint hazards and to minimize CFC releases into the environment, by conducting inspections in addition to training, supervising and monitoring EP Interns, EPS Is, IIs, and IIIs who identify potential health and safety problems, evaluate and mitigate the seriousness of the problem and to help implement and enforce regulations.Key Responsibilities:
Supervision and Performance Management
Provides direct, formal supervision of seven (7) FTE.
Plan, prioritize, and assign workload, and analyze and monitor workflow and progress to ensure the quality and quantity of work meets standards, deadlines for deliverables, and program goals and objectives.
Establish work schedules, review and approve work time and absences using the automated system.
Identify training and developmental needs, and provide training to develop skills.
Provide feedback and coaching; write, review, and sign performance plans; evaluate and sign performance evaluations.
Resolve employee performance problems and issues, disputes, and informal (Step 1) grievances; issue corrective actions and initiate discipline as needed.
Write and review position descriptions, recommend promotions or demotions, changes in pay, and sign personnel action forms.
Initiate the hiring process, provide subject matter expertise to OHR during the comparative analysis process, interview applicants, and hire employees after consultation with the second-level appointing authority.
Maintain up-to-date knowledge of Department and Statewide policies and procedures.
Ensures grant obligations are met
Takes responsibility for the appropriate training, including both onboarding and on-going staff development, to ensure unit staff is sufficiently prepared to successfully complete job duties.
Oversight of Permits and Notifications Procedures and Processes
Position ensures compliance with statutory and regulatory permitting and notification requirements by training EP Interns and EPS Is, as well as monitoring the work of EPS IIs, to review and process

Position will schedule permit rotation duties and develop and implement a sustainable and equitable system for the efficient handling and processing of the various permit applications, and the related emails, phone calls and walk-in visitors.
Position will mediate when difficulties in the permitting process arise.
Position will also oversee and review the process for CFC equipment registration applications and work with staff to study the existing policies and procedures to determine if more efficient means and methods can accomplish the same ends.
Conduct Field Inspections including Training and Oversight for Field Staff
Position ensures compliance with State and Federal regulations by conducting and overseeing in-the-field training and "classroom" discussions for all field staff (EP Interns, EPS Is and IIs) on all aspects of conducting asbestos, lead and CFC inspections, investigations, including evidence collection, documentation and chain-of-custody procedures, and course audits.
Position will be called upon when natural disasters (e.g., fires, floods, tornadoes, etc.) or when other emergencies or major spills occur, to contact, mobilize and direct field inspectors by implementing standard operating procedures developed by the Indoor Environment Program.
Ensures that staff collect and process evidence and documentation for enforcement cases and complete enforcement cases quickly and efficiently.
Handles large, complex or contentious projects with assistance from IEP staff at the EP Intern, I, II, III and IV levels.
Position will coordinate with the other IEP Unit Supervisor (EPS IV) to ensure all field operations are handled quickly and efficiently.
Program Support
Assists the IEP Program Manager and the other IEP Unit Supervisor (EPS IV) with the development and/or review of new and existing policies and procedures concerning various program activities.
Reviews and evaluates the effectiveness of policies and procedures, identifies what works and what needs improvement, and then makes recommendations for improvements and problem resolution.
Assists in achieving inspection goals as necessary to better educate and inform the regulated community on how to achieve and maintain compliance with the applicable regulations thereby reducing the incidence of enforcement actions and better protecting public health.
Position keeps abreast of technical advancements and national policy so as to help determine if adjustments to regulation are required.
Position provides technical and non-technical advice to senior management.
Ensures that contracted local health departments perform as required by contract;
Assists with the field operations portions of the TSCA (Asbestos in Schools) and Lead grants;
Assists, as needed, with the prosecution of enforcement cases, including penalty determinations and crafting settlement agreements.
Assists with the regulation revision process, in particular with stakeholder meetings;
Conducts Training Provider instructor application review and approval and the associated course audits;
Oversees General Abatement Contractor application review and approval
Audits and monitors local agency contract work.
Other Duties as AssignedAttends meetings, serves on task forces or teams, completes projects, and performs other duties as assigned by the supervisor.

MINIMUM QUALIFICATIONS:An applicant may meet the minimum qualifications for this job in one of two ways: They may qualify through their work experience alone or through a combination of education and work experience.
Experience Only:
Nine (9) years of relevant experience in environmental regulation of asbestos, lead-based paint, and/or chlorofluorocarbons or similar work related to position.
OR Education and Experience:
A combination of related education (environmental sciences, natrual sciences, building science, sustainability, or environmental engineering) and/or relevant experience in environmental regulation of asbestos, lead-based paint, and/or chlorofluorocarbons or similar work equal to nine (9) years

PREFERRED QUALIFICATIONS:
In addition to the minimum requirements, the successful candidate in this position will have the following highly desirable experience and competencies:
Relevant experience with the State of Colorado
Experience with Colorado's asbestos, ozone depleting refrigerants, and lead-based paint regulations
Conducting environmental regulatory compliance inspections, including Colorado Regulation 8, Part B - asbestos; AHERA; and the asbestos NESHAP.
Providing training to others for conducting environmental regulatory compliance inspections
Developing and completing education and outreach activities about regulatory programs to both stakeholders and the general public
Understanding and explaining State and Federal air quality regulations in order to provide compliance information and technical guidance to the public and regulated entities
Enforcing environmental regulations by investigating, compiling and organizing enforcement case information
Monitoring compliance with statutory permitting and notification requirements by reviewing asbestos and lead abatement and demolition notifications
Reviewing requests for variances from environmental regulatory requirements
Responding to requests from the public and regulated community to provide technical assistance on asbestos, lead and CFC hazards, State and Federal regulations, and control measures to minimize or eliminate the potential for exposure
CONDITIONS OF EMPLOYMENT:
A pre-employment background check will be conducted as part of the selection process.
TRAVEL: 30% but may be daily or weekly depending on inspections schedule for travel to training, inspection sites, disaster areas, spills, etc.
SPECIAL QUALIFICATIONS: Must take and pass asbestos and lead-based paint training AND take and pass environmental hazard (lead and asbestos) physical?
SPECIAL QUALIFICATIONS: Must be able to wear personal protective equipment as required per site conditions
