SALARY INFORMATION:
Grade I - $41.276 - $56.161 Hourly
Grade II - $46.825 - $63.777 Hourly
EXAMPLES OF DUTIES
Under direction of the Port's Director of Finance, assists with the development and administration of a comprehensive risk management program for the Harbor Department, including identifying and measuring risk exposures, developing methods for controlling risk and preventing losses, and negotiating insurance coverages to ensure appropriate coverage for potential losses; responsible for all aspects of property and liability insurance renewals including the development of underwriting information and interaction with broker/insurance underwriter representatives to satisfy marketing requirements; recommends the @type and amount of insurance coverage that should be obtained based upon Port needs including deductibles/self-insured retentions; reviews leases, contracts, agreements, and permits for potential liabilities and unacceptable contingency provisions and makes recommendations to minimize the Port's risk and exposure; assists developmental representative in establishment of insurance criteria for leases, contracts and/or agreements; monitors ongoing insurance compliance for land leases, contracts, and other agreements and takes appropriate action to resolve issues; develops departmental administrative procedures for monitoring and/or enforcing insurance provisions of contracts, leases and permits; provides ongoing customer service and technical advice on insurance coverage issues to individuals and organizations within the City and Port tenants; maintains Port property valuation records and analyzes exposure to update information regarding insured values and nature of risks; assists the City Attorney's office with handling of claims for losses; develops and administers a section budget that allows for necessary program development while adhering to cost containment measures; prepares insurance related reports and correspondence for departmental use; supervises support staff; oversees and monitors work of consultants and insurance brokers insuring that best interests of the Port are maintained; may act for the Director of Finance; performs other related duties as required.
REQUIREMENTS TO FILE
Candidates must meet one of the following options, A or B:
A. Five (5) years of paid, full time equivalent experience in increasingly responsible risk management dealing with complex insurance coverage assessment and negotiation.
OR
B. Graduation from an accredited college or university with a degree in risk management or a closely related field (proof required)* AND three (3) years of experience in a risk management-related field that offers substantial knowledge of the area of complex insurance coverage assessment and negotiation.
*Proof of required documents, such as degree or transcripts, must be uploaded to the online application at the time of filing. Knowledge in assessing risk factors to determine appropriate insurance needs;
Ability to effectively communicate both orally and in writing, particularly in the area of insurance-related technical documents and correspondence;
Ability to read, interpret, evaluate and negotiate complex insurance policies, leases and related documents;
Ability to deal with others in a firm but tactful manner.
A valid motor vehicle operator's license, or the ability to arrange necessary and timely transportation for field travel.

A minimum rating of 70 must be attained in order to pass the examination. Certification by score bands will be considered based on analysis of exam results. The resulting eligible list will remain in effect for at least one year. Screening of applicants will be conducted on the basis of application and required supplemental application submitted. Only those candidates showing the strongest backgrounds on the basis of comparative analysis will be invited to the examination process. Based on the number of applications accepted, the selection procedure may be changed. In the event a revision is necessary, the affected persons will be notified.
In accordance with Civil Service Procedure 3.38, all eligible veterans that successfully qualify on any or all open-competitive examinations shall receive an additional credit of ten (10) points that will be added to their original passing score. Disabled veterans passing the examination shall receive a credit of fifteen (15) points that will be added to their original passing score. (A copy of the veterans DD-214, Member 4 form indicating honorable discharge must be attached to the application at the time of filing.)
