About the Paid Leave Division:
Paid Leave is a new program that officially launched in Minnesota on January 1, 2026. The program provides partial wage replacement to Minnesota workers who are out of work due to a qualifying condition, such as a severe health condition that prevents them from working, or when they need time to care for a family member or a new child.
We have built a program that will be easy for every Minnesotan to use. We have engaged the people who depend on us-workers, employers, caregivers, and insurers-to learn from them and build the program around their needs. We use modern service delivery and product practices to deliver the program.
The Paid Leave team has high standards and an unrelenting commitment to serving Minnesotans. It is a start-up environment without legacy systems or preconceived ways of working, so we have a unique opportunity to create human-centric processes and systems to deliver this new benefit to Minnesotans.
Position Purpose:
The Employer Services Analyst position exists to process and support employers through the paid leave employer requirements. This includes employer contribution oversight which is a process owned by Unemployment Insurance; and, in partnership with Commerce, adjudication of employer equivalent plans, and third-party insurance provider requirements for the Paid Leave program. The Employer Services Analyst ensures accurate and timely processing while maintaining compliance with legislative requirements and providing operational support to the Employer Services team.
Key Responsibilities:
Employer Equivalent Plan Application Processing : Ensure the accurate and timely review, approval, and maintenance of employer equivalent plan applications in accordance with program requirements through evaluation of applications, verifications of documentation, and maintenance of records.
Employer Premiums and Wage detail Oversight: Monitor and process employer premium contributions and wage detail reports ensuring compliance, accuracy and timeliness by reviewing reports for errors and collaborating to improve procedures and boundaries.
Employer Seasonal Exemption Application Processing and Oversight: Ensure the accurate and timely review, approval, and maintenance of employer seasonal exemption applications in accordance with program requirements through evaluation of applications, verifications of documentation, and maintenance of records.
Self-Employed Paid Leave Opt-in Application Processing and Oversight: Ensure the accurate and timely review, approval, and maintenance of self-employed opt-in applications in accordance with program requirements through evaluation of applications, verifications of documentation, and maintenance of records.
Other Duties as Assigned: Support additional operational and administrative tasks as needed to maintain the efficiency of the Employer Services Team, participating in special projects and process improvements.

Minimum Qualifications
Two (2) years of experience analyzing, reconciling, and processing program applications.
Applicants that meet the above minimum qualification will be further evaluated on the following:
Experience evaluating risk, issues, and compliance within program guidelines.
Experience managing multiple assignments/projects with competing demands.
Experience educating and training employers on compliance and operational processes.
Experience interpreting and presenting data to support decision-making.
Knowledge of the state and federal laws governing employer-related programs.
Knowledge of employer contribution and exemption systems, policies, and eligibility requirements.
Preferred Qualifications
Bachelor's degree in public administration, business administration, finance, insurance, information technology, public policy, or other closely related field as determined by the agency.
Experience using data procedures and systems, such as Microsoft Office or similar data systems.
