Summary The Networks and Telecommunication Services (NaTS) Service Line is seeking to fill an Information Technology Specialist position. Serves as a senior specialist under the Integrated Network and Infrastructure Office and is responsible for planning, development, installation, operations, and maintenance in support of communications systems and facilities. Responsibilities Develops technical requirements, specifications, and documentation for voice communications system installations, upgrades, and modifications. Collaborates with contractors, service providers, and technical teams to address operational challenges, interoperability concerns, and cybersecurity requirements associated with mission voice communications environments. Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee. Develops engineering requirements, technical specifications, and project documentation for voice communications projects involving the installation, upgrade, and modification of communications systems, equipment, and supporting infrastructure. Applies knowledge of NASA's enterprise and mission voice infrastructure, signaling, transport technologies, and communications interfaces to deliver dependable service. Assists in the research, implementation, and enhancement of innovative voice communications technologies and integrated solutions designed to support evolving mission and operational objectives. Reviews and validates mission voice system documentation, network diagrams, configuration records, and operational data to ensure accuracy and recommend process or infrastructure improvements that enhance system performance and reliability. Requirements Conditions of Employment Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level. Experience working with engineering, implementing, and sustaining mission-critical voice communication systems supporting operational and command environments under minimal supervision; Experience providing technical oversight and contractor performance assessment measurement for mission critical voice services, ensuring compliance with operational requirements and service level agreements. Skilled in performing contractor performance evaluations, reviewing voice network designs and deliverables; Experience executing network engineering projects from design through end to end implementation. To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level. Experience working at an independent level with engineering, implementing, and sustaining mission-critical voice communication systems supporting operational and command environments. Experience providing technical oversight and contractor performance assessment measurement for mission critical voice services, ensuring compliance with operational requirements and service level agreements. Skilled in performing contractor performance evaluations, reviewing voice network designs and deliverables; Experience leading network engineering projects from design through end to end implementation.
