Summary This position is located in the Small Business Administration, Birmingham Disaster Loan Service Center in Forth Worth, TX. Incumbent provides legal advisory services to Office of Financial Program Operations National Disaster Loan Servicing Center. Responsibilities As a/an Attorney Adviser (Finance) at the GS-0905-12, some of your typical work assignments may include: Performs a variety of legal duties relative to difficult cases or legal issues as characterized by one or more of the following: complex and difficult legal and factual issues requiring a high order of legal endeavor often having to balance conflicting interests; matters that can have the effect of substantially broadening or restricting the activities of an agency or have an important impact on a major industry whose economic position affects the health and stability of the general economy and/or the matter involves, directly or indirectly, very large sums of money and are frequently contested by extremely capable legal talent. Skilled in written and oral expression sufficient to pursue the particular legal issue against opposition which vigorously contests the agency position and is highly sophisticated and talented usually involving top attorneys in both the private and public sector. Utilizes judgment in the applicability of clearly stated guidelines such as department policies and precedents, Federal and State Statutes, Bankruptcy Code and Rules, UCC, and case law. Applies independent judgment in deviating from general legal practices or strategies to achieve desired results for specific issues or problems. Serves as legal advisor to district personnel on all aspects of loan making, servicing, liquidation, litigation and procurement matters. Furnishes legal advice and guidance on the interpretation and legal application of existing and proposed legislation, substantive and procedural regulations and program activity. Requirements Conditions of Employment Qualifications GS-12: One year of specialized experience, equivalent to the GS-11 grade level in the Federal service, obtained in either the private or public sector: Experience working with a variety of collateral, business @types, loan programs (504 and 7A), or general economic conditions; Performing in depth legal research with respect to creditor/debtor rights, collateral liquidation and post loan default collection actions; Performing in depth analysis of obligor's financial statements, tax returns, and earning potential of a variety of a business enterprises, making recommendations for residential and commercial/business loan request of servicing/liquidation actions; AND Experience with bankruptcy laws pertaining to secured and unsecured debts and creditor's rights within bankruptcy proceedings These qualifications must be clearly referenced in your resume.
