About the Unit
The Lead Tolls Analysts work in the Colorado High Performance Transportation Enterprise (HPTE) which was created in 2009 as an independent, government-owned business within The Colorado Department of Transportation (CDOT) but is overseen by a separate Board of Directors that includes external stakeholders from four geographic regions appointed by the Governor. HPTE is now doing business as the Colorado Transportation Investment Office (CTIO). CTIO is an "enterprise" for purposes of Section 20 of Article X of the State Constitution as long as it retains the authority to issue revenue bonds and receives less than 10 percent of its total revenues in grants from the state and local governments.
Since 2015, CTIO has been enhancing its capabilities for Express Lanes operations. Currently, CTIO operates 176 lane miles of Express Lanes, with an additional 63 lane miles under construction and 14 lane miles in development. As the operator of the Express Lanes Network, CTIO oversees the operation, maintenance, and performance of the entire Express Lanes network.
About the Position
The Lead Tolls Analysts coordinate with the Express Lanes Operations Manager to provide consistent, accurate, useful information needed to communicate effectively and efficiently within CDOT and the stakeholder community and the traveling public. These positions coordinate staff as they gather, monitor, confirm, disseminate, and distribute tolling information to CDOT maintenance personnel and vendors. The Lead Tolls Analysts communicate with Colorado State Patrol (CSP) regarding Amber alerts and the public via VMS signs. These positions ensure quality control, accuracy, and completeness of tolling information being received and sent. The Lead Tolls Analysts will lead a team of Tolls Analysts to proactively monitor the tolling system and respond to failures to minimize revenue loss. These positions will ensure toll revenue collection by monitoring the tolling equipment and the tolling network; perform incident management by monitoring the toll system (equipment, device and/or network) failures, and executing procedures to initiate resolution; perform system testing and provide documented feedback to the test team; and document, review and update processes, adding them to the Tolling Operations Process Library.
Your Duties and Responsibilities will include, but not be limited to, the following:
Lead Worker
Provide day-to-day oversight of the team that monitors the overall system of the Express Lanes network. Act as work lead over both contractors and state employees.
Determine day-to-day activities with input from the supervisor.
Coordinate with the supervisor to develop and train employees on program requirements.
Provide the supervisor with documentation and input on the performance of Tolls Analysts III's.
Implement policies, objectives, or activities to ensure continuing operations and to reduce revenue loss.
Evaluate effectiveness of work activities and take initiative to identify and communicate ways to improve service.
Assure quality control, completion of tasks, and coordination of resources.
Verify that system checks are performed at the beginning of each shift and that the real-time toll operations log is updated with accurate status.
Ensure that all Tolls Analysts are knowledgeable and able to perform cross-functionally throughout the Express Lanes network.
Communicate with CDOT Maintenance by phone and/or radio on urgent situations.
Create Toll Void requests in a timely manner. Ensure any issues associated with revenue risk are identified and escalated.
Assist in the development of short term and long-term strategic plans for Toll Operations in collaboration with the tolling program leadership.
Maintain positive working relationships with other units within CDOT and with CTIO vendors.
Help train and oversee the training and documentation of Toll Analysts.
Assist in the development of training materials.
Tolls System Analysis - Tolling Equipment Monitoring & Support
Monitor Express Lanes tolling equipment and roadways to detect, confirm, update, and respond to scheduled and unscheduled traffic incidents related to tolling and congestion. Tolling equipment includes signs, ALPR Cameras, Readers and Loops.
Monitor tolling network.
Provide administrative support, including performing research and investigation, maintaining logs, and fulfilling requests from the operations and CDOT maintenance leadership and contracted team members.
Provide oversight of the Toll Analysts as they monitor the Express Lanes and provide direction when there are issues or problems, ensuring that the team is responding appropriately to alerts.
Utilize multiple platforms to monitor toll roads including TAP software, ETC's riteSuite, CCTV cameras and CDOT's OpenTMS.
Verify that toll rates displayed on signs within each corridor match are accurate.
Incident Management
Perform incident management by actively monitoring toll system (equipment/device/network) for failures, determine and execute procedures to initiate resolution.
Test the Toll Rate Dynamic Price Signs (TRDPS) and document the outcomes.
Create tickets and track progress of resolutions based on tickets created by the Tolls Analysts.
Research and respond to issues received from vendors.
Provide accurate and succinct reports of incidents and events.
Provide support to the CDOT Traffic Operations Team by assisting in recovery efforts. Assistance includes executing resource plans, updating signs to direct traffic, working with Safety Patol, answering phones, handling questions for the public and officials during the incident recovery process, implementing travel time postings on variable message signs during peak traffic hours, and activating Amber Alerts or other messages on regional devices.
System Testing and Coordination of Toll Project Activities
Run test cases through software to determine whether the software worked as expected.
Document device or software failures describing what happened compared to what was expected.
Document, review and update processes and add them to the Tolling Operations Process Library.
Coordinate with vendor(s) to make system or process changes to reflect new objectives and priorities for the Tolling Program.
Other duties as assigned.
Work Environment
Shift work (10 hours) to cover seven days a week on a rotating schedule. These positions may be eligible for additional shift incentive pay depending on the work schedule.
These positions are designated as Critical Positions. Critical positions are expected to work and/or remain at the worksite in delayed start, early release, or closure situations.
May have the opportunity to Work from Home (WFH) as a hybrid work

Experience Only:
At least 7 years of full-time professional work experience closely related to the Major Job Duties.
Three (3) years of the experience must have been in any of the following or a combination of the following: toll operations, Intelligent Transportation Systems (ITS) operations, dispatching, traffic incident management or military operations which included data driven decision making.

Education and Experience:
A combination of relevant education and experience equal to at least 7 years.
Education from an accredited college or university with coursework in a field of study closely related to the duties of this position will be considered.
