Want to work with a cohesive team with a mission to improve the health of Idahoans within the Division of Behavioral Health? We are looking for one (1) Human Service Program Specialist for our Substance Use Disorder (SUD) Program within the Bureau of System Design and Implementation (SDI). This position will serve as Idaho's State Opioid Coordinator. The primary responsibilities of this position will include ensuring coordinated efforts are occurring between the Idaho entities receiving various streams of funding coming into the state to address the opioid crisis; cooperate and coordinate with relevant local, state, and federal grantees; provide grantees with insight into current project development by means of federal funding to reduce duplicated efforts. The State Opioid Coordinator also works closely with the Department's contract and financial units to ensure the successful implementation of contracts and that the program stays within budget.
In this role, the incumbent will work closely with SAMHSA (the Substance Abuse and Mental Health Services Administration), the Idaho Office of Drug Policy, the Idaho Board of Pharmacy, the Division of Public Health, and other stakeholders. Some travel may be required.
This position requires competency in federal grant processes, self-directed organizational and communication skills (including public speaking), and the ability to successfully collaborate with local, state, and federal entities in a supportive capacity.
This position may be located at one of the following locations: Downtown Boise, Blackfoot, Twin Falls, Boise Westgate, Payette, Lewiston, Ponderay, or Coeur d'Alene offices.
This position may be eligible for limited telework after successful completion of probation and necessary training. Approval to telecommute is not guaranteed and subject to termination at any time.

EXAMPLE OF DUTIES:
Serves as subject matter expert on all federal funding streams coming into the state to address the opioid crisis.
Develops and implements strategies to reduce duplicated efforts at a state level.
Contract and budget management and monitoring.
Coordinates and evaluates contract deliverables, negotiates contract language, discusses and addresses barriers to service access
Prepares data and reports to document and measure program and contract performance towards goals and outcomes
Provides technical assistance and information to grantees and stakeholders.
Collaborates with staff from other Bureaus within DBH, contract providers and community groups to ensure program coordination
Compiles and analyzes data and information to identify program and services needs and resources Identifies policy and regulation issues, conducts research, and provides findings to Program Leadership
Assists in identifying collaboration opportunities between grantees and Idaho communities.
Maintains partnership with DBH staff and community agencies.
MINIMUM QUALIFICATIONS:
You must possess all the minimum and specialty minimum qualifications below to pass the exam for this position. Considerable knowledge of social, psychological, or rehabilitative services, principles, and methods. Typically gained by a Masters (or higher) degree in a behavioral/social science, social work, psychology, psychosocial rehabilitation or closely related field, OR a bachelor's degree in a behavioral/social science, social work, psychology, psychosocial rehabilitation AND 1 year relevant experience or closely related field OR State licensure as a Registered Nurse pursuant to the Nurse Licensure Compact, Idaho Code 54-1418 OR 4 - 5 years' experience directly related to subject area OR combination of coursework and experience that represents the knowledge level above.
Experience working with public social/rehabilitative service delivery systems. Typically gained by approximately two years of experience with public social/rehabilitative service delivery systems.
Experience planning, implementing, and overseeing a community-based social/rehabilitative service program to include community organization. Typically this requirement is met through leadership experience participating in a community effort to plan, implement, and oversee a social/rehabilitative service program.
