Responsibilities The successful candidate will perform the full range of duties supporting the Office of the Executive Director for Operations (OEDO), with primary responsibility for advancing technical business operations, organizational performance, and mission delivery across the agency. Such duties include but are not limited to: Reviews and analyzes various managerial and programmatic proposals of agency-wide scope coming before the EDO/DEDOs for consideration and action. Identifies the programmatic issues and problems involved, points out issues concerning the soundness and feasibility of proposed approaches, obtains background information, and provides recommendations on an appropriate course of management action or NRC position. Keeps current on the activities being planned and accomplished for the office(s) assigned, monitors for technical and programmatic accuracy and problem areas, and assesses overall completeness of work products. Briefs OEDO management on these matters as required. Provides information to OEDO management on the status and results of agency efforts, policy implementation efforts, and related projects covering assigned NRC programs and responsible offices, as appropriate. As assigned, serves as liaison with NRC offices and divisions, Commission offices, Commission staff, the Regional offices of the NRC, other Government agencies, and public and private institutions. Briefs OEDO management on the results of these discussions. As directed, performs analyses and evaluations of assigned programs to determine feasibility and probable results for the purpose of recommending any alternative actions deemed appropriate for the NRC. Conducts budgetary, administrative and technical reviews on issues requiring OEDO direction. Analyzes, summarizes and explains the basis of conclusions and the effect of recommendations. Assists in the preparation of reports, correspondence, testimony and public remarks concerning the budgetary, administrative and technical features, issues, problems and status of assigned NRGprograms. Monitors the necessary follow-up action with the NRC staff to ensure effective completion of action and the timely submission of assigned material and work products. Provides additional guidance to staff onbudgetary, administrative, and technical matters as needed, and works closely with the other offices as necessary. Maintains and/or develops OEDO desk guides, procedures, and guidance as appropriate. Participates in career developmental assignments and related training activities to enhance technical and/or leadership capabilities. Facilitates knowledge transfer and provides assistance, on own initiative and as required, to other OEDO staff. As assigned, functions as the OEDO staff representative with interoffice or interagency task forces and with advisory committees. As assigned, interacts with, coordinates with or serves as OEDO liaison with various industry, governmental, or professional groups to convey established policy, scientific, technical or management related information and views of the NRC. Qualifications In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE is defined as: Demonstrated experience leveraging extensive understanding of NRC regulations, policies, and programs, particularly in Operating Reactors, Nuclear Materials, and Performance Management, to address complex, agency-wide issues and achieve mission-critical results. This includes leveraging data analytics and risk-informed principles to evaluate complex technical, organizational, and policy issues; developing structured, defensible analyses; and providing recommendations that inform senior leadership decision-making. Experience must reflect the ability to operate with a high degree of independence in a dynamic, matrixed environment-integrating perspectives across organizational boundaries, resolving competing priorities, and influencing outcomes at the senior leadership level without formal authority. Candidates must also demonstrate executive-level communication skills, including the ability to synthesize complex information into clear, concise, and decision-ready written and oral products for senior leaders and external stakeholders. Education Individual Occupational Requirements 301 Series: There are no Individual Occupational Requirements for this series. 1301 Series: Basic Requirements: Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. or Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. 0801 Series: Basic Requirements: A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: 1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration.
