In this newly created Deputy Director role, we are seeking an engaged and effective leader to protect the fiscal integrity of taxpayer dollars and promote transparent, consistent, effective, and accountable state grant-making. This position helps lead the Office of Grants Management (OGM) (https://mn.gov/admin/government/grants/) , a division within the Minnesota Department of Administration, responsible for standardizing, streamlining, and improving state grant-making practices. This position impacts the effectiveness of roughly 32 state grant-making agencies, boards, and commissions - referred to as "state enterprise" - responsible for managing billions of dollars annually in state grants in accordance with state and federal regulations.
Along with serving as backup to the Division Director, this position serves as the chief state expert on grants management statutes and policies, especially Minn. Stat. 16B.97 through 16B.991. This position also serves as the strategic and operational leader of OGM's Policy and Compliance Unit (comprised of two (2) teams) responsible for enterprise grants management policy setting, enterprise training and reporting, fraud and misuse risk management, compliance oversight, and other enterprise functions in accordance with state statutes while preserving grant-making agencies' management of individual grant programs. This position consults with and advises the Division Director, Commissioner of Administration and other senior leaders, Governor's Office, enterprise agency leaders, and the Minnesota Legislature to establish, explain, and respond to highly complex grants management rules, requirements, issues, and questions.
This position is eligible for up to a 50% hybrid telework arrangement. With a telework arrangement, additional onsite attendance may be required for team meetings or as requested by management to meet business needs. Completion of a telework agreement will be required. Minimum Qualifications
The following qualifications are required of all applicants seeking consideration for this position. Only applicants whose application materials clearly demonstrate fulfillment of each of these minimum qualifications will be considered for the position.
Four (4) years of experience providing consultation, advice, and leadership in grants management and/or government contracting compliance.
A Doctorate degree in public policy, business administration/management, nonprofit management, law, or related field may substitute for two (2) years of experience as described.
A Master's degree as specified above may substitute for 18 months of experience as described.
A Bachelor's degree as specified above may substitute for one (1) year of experience as described.
An Associate's degree as specified above may substitute for six (6) months of experience as described.
Experience interpreting state and federal statutes and laws, developing operating procedures and administrative controls, or assessing compliance with government policies and requirements.
Knowledge and understanding of State of Minnesota grants management statutes and policies.
Familiarity with internal controls standards for safeguarding government spending.
Knowledge and understanding of the historical, social, cultural, and systemic barriers that affect the capacity for grantees and Minnesotans to thrive.
Experience as a manager, supervisor, project manager, or team lead demonstrating the ability to delegate, monitor work performance, motivate, engage, and execute program goals.
Preferred Qualifications
Possess a graduate degree in public policy, business administration/management, nonprofit management, law, or related field.
Experience as a manager or supervisor leading a team of professional employees.
Experience assessing compliance for a variety of government programs.
Experience overseeing activities that promote compliance, such as policy development, policy training and communications, and providing technical assistance.
Demonstrated experience with at least two (2) of the following:
Interpreting State of Minnesota and federal grant statutes and laws;
Developing internal procedures and administrative controls for government grant-making or government contracting; and/or
Assessing compliance with State of Minnesota grants management or contracting/procurement laws and policies.
Knowledge and understanding of administrative audits and compliance reviews of public sector entities.
