JOB DESCRIPTION
Under general supervision of the Director, assist with the coordination of activities for policy and data staff within the Agency Policy and External Affairs division; assist in the training of new Division staff; provide general supervision to Honors Fellows and Interns; conduct physical, web-based and academic research related to Agency policy and programmatic goals. Coordinate, edit and refine policy analyst research and writing, ensuring accurate and consistent work product across the Division. Work with Agency staff and outside sources including other government agencies, non-profit organizations, housing policy research organizations, the business community and Internet sources to gather data and policy research findings; develop new research initiatives to enhance the Agency's provision of quality affordable housing products. Research best practices in affordable housing and community development; assist with the development and implementation of Agency policy and planning projects including affordable housing research and analysis of data and metrics relevant to Agency program goals; create analytic and descriptive reports based on research findings that will support Executive planning and policy development; coordinate with Agency Divisions with researching, writing, editing reports and special event agendas, when requested in the required timeframe. Perform related duties as required.
JOB RESPONSIBILITIES
Under the direction of the Division Director, provide guidance to and assist with coordinating policy and data staff workflows and projects.2. Assist the Director in identifying goals and implementing policy initiatives to improve Agency operations and programs goals. Provide recommendations of the same to Executive Director and/or Senior Staff, upon request.3. Develop and manage the introductory curriculum and capstone project for Honor Fellows in their first year at the Agency.4. Provide general supervision over the day-to-day activities of and instruction to the Honors Fellows during policy rotation.5. Create, conduct and /or coordinate housing policy and legislative research and reports as needed to address Agency needs. Research, prepare and evaluate reports, policies, legislation, correspondence, comments, and other special reports as requested.6. Serve as an alternative for HMFA's liaison to the State's Congressional Delegation and the NJ State Legislature. Assist with review and analysis of State and Federal legislation, and regulations that affect HMFA.7. Act as a liaison with State agencies, non-profits and interest groups regarding coordination of HMFA activities.8. Work directly with supervisor, Executive Director and/or other members of Senior Leadership to coordinate the development of policy initiatives, or assist with researching, writing, and editing reports, programmatic guidelines, and regulations.9. Assist in coordinating the research, development evaluation process of new programs, concepts, and procedures. Produce feasibility studies/business plans for new and existing housing programs as appropriate.10. Assist the Chief of Staff by providing information to those requesting it, including HMFA personnel and the public. Respond to information requests received by DCA, the Governor's Office and the public within the requested timeframe.11. Provide information to the Board Members, the public and legislators as required.12. Manage and standardize research and writing across the Division's policy staff, generating final written product for internal and external distributions.
MINIMUM REQUIREMENTS
Education / Experience:
Four (4) year college degree preference in Urban Planning, Policy, or related field; three (3) years of relevant experience directly related to public policy research, urban policy and planning, and public administration; or any equivalent combination of education and experience that meets the required knowledge, skills and abilities.**Masters of Public Policy or Planning preferred.
Skills:
Extensive knowledge of HMFA statute, regulations and underwriting criteria
Extensive knowledge of Federal and State housing programs and legislative processes.
Extensive knowledge of program development and implementation procedures.
Knowledge of Federal and State laws affecting multifamily dwellings.
Knowledge of Federal and state statutes governing lending and credit practices is preferred.
Knowledge of program planning and marketing methodology.
Knowledge of program implementing methods.
Knowledge of research methods and techniques.
Thorough knowledge of principles, practices and techniques of public administration and research as applied to public policy.
Ability to direct and supervise the work performance of others.
Ability to review and analyze legislation and regulations and to present results of research effectively.
Ability to communicate effectively, orally, in writing, and to listen actively.
Ability to research, write and edit reports, housing publications, newsletters, articles and housing policies.
Ability to accomplish multiple assignments simultaneously, promptly and accurately.
Ability to deal tactfully and diplomatically with HMFA, State and Federal officials, professional/technical groups and the general public.
Ability to establish and maintain effective working relationships with government officials, representatives of other agencies and the public.
Experience with Stata, R, SPSS, GIS, and/or Microsoft BI is preferred.

Certificates & Licenses Required: A valid driver's license in the State in which the person resides is required only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
