Job Summary
The Software Engineer will support the development, integration, and maintenance of software solutions within a secure Informatics and computing infrastructure environment used to support high-impact clinical, health services, and data science research across the institution and collaborative organizations such as the Department of War and the Department of Veterans Affairs. This role focuses on building robust, scalable tools and data workflows that enable researchers and operational partners to perform advanced analytics, machine learning, and large-scale data processing. Reviews industry trends, helps set department programming standards to ensure code efficiency and reliability, as well as mentoring other software engineers.

Responsibilities
Design, develop, test, and deploy software applications and data tools within secure computing environment
Collaborate with researchers, data scientists, statisticians, and clinicians to translate research needs into technical solutions
Design and maintain data pipelines that facilitate secure data access, analysis, and reporting
Implement automation scripts and tools to streamline data processing, research workflows, and environment management
Ensure compliance with organizational security, privacy, and data-handling requirements
Monitor system performance and troubleshoot issues in collaboration with operations teams
Write clear, maintainable code and detailed technical documentation
Participate in Agile/Scrum development activities, including sprint planning, code reviews, and retrospective meetings
Support migration or modernization initiatives related to cloud, containerization, or high-performance computing within VINCI .
Contribute to continuous improvement of software engineering practices within the team.
Requires a bachelor's (or equivalency) + 8 years or a master's (or equivalency) + 6 years of directly related work experience.
Ability to work in secure or regulated environments and follow strict compliance guidelines
Experience implementing Privacy-Preserving Record Linkage ( PPRL ) protocols in the Department of Veterans Affairs
Proficiency in one or more programming languages such as Java, C++, C#, or JavaScript
Proficiency in one or more database platforms such as Microsoft SQL , Oracle SQL , Neo4j, or MongoDB
Experience with software development best practices, including version control (Git), testing, and CI/CD
Strong problem-solving and analytical skills
Excellent communication and collaboration abilities across disciplines

Minimum Qualifications
EQUIVALENCY STATEMENT : 1 year of higher education can be substituted for 1 year of directly related work experience (Example: bachelor's degree = 4 years of directly related work experience).

Software Development Engineer, IV: Requires a bachelor's (or equivalency) + 8 years or a master's (or equivalency) + 6 years of directly related work experience.
Preferences
Experience working in high security DoW/VA research computing environments.
Experience with cloud platforms (Datavant, Azure, AWS , or GCP ).
Experience mentoring developers, testers and project managers.
Background supporting healthcare, biomedical, or clinical research applications.
Experience working with and in governmental organizations to deliver solutions in a timely, collaborative manner.
