Summary About the Position: The incumbent is responsible for developing the relationships needed to bring all parts of the Defense Transportation System (DTS) enterprise together to meet the needs of the Department of Defense (DOD). Responsibilities Lead complex studies and develop guidance for DOD-wide implementation. Analyze compliance to identify areas for improvement. Work independently and is responsible for planning and carrying out the work, resolving conflict, integrating and coordinating the works with other functions and programs. Develop guidelines, policies, and regulations pertaining to assigned area. Apply a comprehensive knowledge of a wide range of traffic management policies, principles and practices involved in the movement of defense cargo through the Defense Transportation System. Apply an in-depth knowledge of transportation operations in order to plan and manage transportation programs for routine, surge, and special requirements for contingency and/or emergency support to five Combatant Commands worldwide. GS-12 Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service which includes (1) Coordinating transportation activities, including freight movement, carrier selection 2) Utilizing federal transportation regulations and experience ensuring compliance with applicable laws and standards (3) Conducting comprehensive analysis of transportation data and performance metrics to identify trends, patterns, and opportunities for optimization, leading to informed decision-making and strategic planning; (4) Providing responsive and effective customer service in a transportation or logistics environment, including addressing inquiries, resolving issues, and ensuring customer satisfaction. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
