About this Job
The Division of Administration/Office of Finance and Support Services has a vacancy. The position is located in the Cash Management Section.
The Office of Finance and Support Services provides comprehensive accounting services, including financial reporting, analysis, budget development and preparation for the Division of Administration and various offices and agencies within the executive Department. The services provided by OFSS involve a range of agency responsibilities for implementing financial operational policies and procedures, preparing and monitoring all budget functions and providing monthly and annual financial statements to ensure accurate and timely financial services. The work is performed in compliance with state, federal, grant specific and office rules, policies, and procedures and are reviewed on the basis of results, reports and outside Independent audit, both federal and state.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
-Overseeing the state's capital construction program
-Working to provide state and federal grants for community development
-Development of the state budget
-Providing technology services
-Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
-Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor's degree with twenty-four semester hours in accounting; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
The positions serve as an Accountant providing accounts receivable, billing, and cash management to various agencies. The duties and responsibilities of the positions require the following activities of the incumbent:
-Exercises cash and revenue management for assigned agencies.
-Establishes and maintains files, schedules, and subsidiary financial records to document transactions and support the annual, monthly, and weekly financial records.
-Prepares cash management documents that support the fiscal reporting of the annual financial report for numerous agencies serviced by the Office of Finance and Support Services.
-Responsible for the collection and maintenance of accounts receivable for statewide services provided by the client agencies.
-Researches and compiles financial data for aged accounts receivable for use by management personnel for payment and resolving complex problems.

Appointment Type:This vacancy will be filled by a new hire or by promotion of a current permanent status classified employee. A permanent status employee may be required to serve a new probationary period in lieu of promotion.
