About this Job
The Division of Administration/Facility Planning and Control has a vacancy.
The Office of Facility Planning and Control is responsible for administration of the state's capital outlay budget process, which includes preparation of a preliminary state construction plan. The document outlines state and local projects for possible funding using a mixture of state general obligation bonds, revenue bonds, state and federal cash and often fees and self-generated funds. The proposed construction budget is contained in House Bill 2 which is introduced at regular legislative sessions. The proposed construction budget is sometimes altered during the legislative sessions by lawmakers before becoming law. FPC also administers the state and non-state projects that are ultimately funded and oversees the contracts from planning through construction and project completion.
This position focuses on managing the financial operations of state-funded capital projects, ensuring that hundreds of projects and millions of dollars in appropriations are accurately tracked and properly used. The role involves maintaining fiscal records, monitoring budgets, allocating funds, and processing financial transactions across multiple funding sources. It also requires ensuring compliance with state laws, procurement regulations, and accounting policies, as well as reconciling financial data and supporting audits and reporting requirements.
The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:
-Overseeing the state's capital construction program
-Working to provide state and federal grants for community development
-Development of the state budget
-Providing technology services
-Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
-Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes
Minimum Qualifications
Three years of experience in accounting, auditing, financial operations, payroll, or banking; OR
Six years of full-time experience in any field plus twenty-four semester hours in accounting; OR
A bachelor's degree with twenty-four semester hours in accounting; OR
A bachelor's degree in accounting, finance, business administration, management, economics, or statistics; OR
An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics; OR
Possession of a Certified Public Accountant (CPA) license.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Review and process contracts, invoices, and payments for capital projects to ensure accuracy, compliance, and timely disbursement of funds.
Coordinate with state agencies, project managers, and financial offices to resolve financial issues and communicate project funding status.
Manage funding agreements with non-state entities and monitor compliance with contractual and financial requirements.
Track and verify required matching funds and provide financial support and guidance to external partners.
Establish and maintain project structures within financial management systems for accurate tracking and reporting.
Monitor project costs, expenditures, and assets to ensure proper accounting and fiscal accountability.
Prepare financial, funding, and progress reports to support project oversight and management decision-making.
Conduct project closeout activities, including reconciling accounts and returning unused or excess funds as required.
Analyze financial data and ensure compliance with applicable policies, procedures, and funding requirements.
Support the successful administration of capital projects through financial analysis, accounting, compliance monitoring, and project coordination.
