The ideal candidate for this position would have experience in real property litigation and familiarity with all phases of federal litigation (initial lawsuit filing, discovery, trial). Specific experience in eminent domain litigation is preferred but not required. The ability to organize, prioritize, and complete various tasks under time constraints is essential, familiarity with multi-jurisdictional practice and an understanding of compliance with all Local Rules of the Court is a plus.
POSITION PURPOSE:
The Office of the General Counsel represents TVA in lawsuits and gives legal advice and counsel to other TVA offices. The purpose of this position is to assist attorneys assigned specific cases and/or legal activities or issues by performing legal tasks in in support of pending or future litigation or legal advice/counsel in order to free attorneys to perform substantive legal work.
PRINCIPAL ACCOUNTABILITIES:
Applies basic skills and procedures within assigned legal services areas (s).
Has, maintains, and applies broad contemporary knowledge of principles, practices, and procedures associated with legal services functions.
Knows and uses advanced aspects of specialized legal area(s), such as litigation, contracts, intellectual property, FOIA, the Privacy Act, garnishments, and bankruptcy.
Administrative elements may include planning, analysis, interpretation of rules and regulations, and serving as liaison for coordinating functions for internal and external matters and cases.
Identifies improvement opportunities for changing procedure, technology, etc., and recommends/coordinates changes. Capable of implementing electronic document handling programs.
Stays abreast of document handling technology, familiar with eDiscovery technology/tools and capable of interacting with litigation/legal support vendors regarding the same.
Independently performs assignments as to customary work practices. Follows the ethical requirements as set forth by the rules of professional conduct of the state. Nonconformance with program objectives is elevated to higher level for guidance.
May coordinate and oversee assigned work activities of associate/senior associate/professional level work.
Assists and acts in a confidential capacity in employment litigation, personnel and employee relations matters, labor relations matters, and other sensitive and privileged matters as assigned.
Assists the Secretary and Assistant Secretaries of the Corporation, the Designated Agency Ethics Official, attorneys in the receipt of and response to service of legal process, and/or attorneys providing legal services in any other functional substantive area in OGC, as assigned.
MINIMUM REQUIREMENTS:
Education- B.S. or B.A. degree or twelve years of relevant experience performing paralegal functions in OGC is required.
Experience- Approximately four years of on-the-job experience in order to gain expertise needed to do substantive legal support work.
Certification/License, etc- Paralegal certification is preferred.
Knowledge/Skills/Abilities- Proficient in legal research, including commercial legal databases, Internet services and library materials, and factual research. Demonstrated ability to interact at a professional level with attorneys and clients. Effective communication and organization skills. Effective planning, problem solving, and analytical skills. Self-motivated, requiring limited supervision. Performs a variety of duties according to established OGC and work group policies and procedures. Maintains positive customer service relations with clients, attorneys, and staff. Observes confidentiality of client matters. Candidate may be required to obtain and maintain a security clearance based on position / access requirements and essential job functions.
