Summary This position serves as a Management and Program Analyst (Project Manager) and is responsible for leading cross-functional projects that drive strategic outcomes and operational improvements across the healthcare organization. The incumbent applies advanced skills in project management, Lean Six Sigma, data analysis, stakeholder engagement, and performance evaluation to deliver mission-aligned results. Responsibilities THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION Duties include, but are not limited to, the following: Plan, organize, and track cross-functional projects by monitoring timelines, identifying risks, coordinating contributors, and updating project plans. Analyze operations qualitatively and quantitatively to identify issues, gather data, and prepare findings or recommendations for program decisions. Drive process improvement initiatives using tools such as Lean, Six Sigma, workflow mapping, SIPOC (Suppliers, Inputs, Process, Outputs, and Customers), and root-cause analysis. Collect data, conduct preliminary analyses, and create reports or dashboards to communicate performance, project status, or operational metrics to managers and stakeholders. Join meetings, document requirements, prepare summaries, work with staff across units, and deliver project updates to ensure alignment. Facilitate project readiness, implement outcomes evaluation, review documentation, and develop recommendations to improve project execution or program performance. Develop project documentation, provide status updates, create briefing materials, and write reports for project leaders, management, or interdisciplinary teams. Apply structured project management principles and tools to lead or coordinate cross-functional projects through all phases of the project lifecycle, including initiation, planning, execution, monitoring, and closeout. Lead or support projects in hospitals, health systems, or large outpatient networks, with a focus on clinical workflows, operations, or patient-facing services. Coordinate initiatives across multiple campuses, clinics, or service lines to align stakeholders, resources, and timelines. Participate in or lead projects involving new clinical or administrative platforms, workflow redesign, system integration, or go-live readiness. Develop dashboards, performance metrics, or decision-support reports using Power Bl, Tableau, or similar tools. Apply Lean, Six Sigma, or similar methods to identify inefficiencies, map workflows, and support continuous improvement. Facilitate meetings, gather requirements, and manage expectations among diverse stakeholders, including clinical and administrative staff. Assist with communication planning, end-user training coordination, readiness assessments, and adoption monitoring during new process or system implementations. Perform other duties as assigned. Qualifications SPECIALIZED EXPERIENCE REQUIREMENT: One full year of specialized experience equivalent to the next lower grade level (GS-12) in the Federal service. Specialized experience is that which has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Qualifying experience is experience as a Management or Program Analyst using recognized project management methods or tools, such as project schedules, risk registers, charters, or status dashboards; coordinating or leading activities that involve multiple stakeholders or functional areas; managing timelines, deliverables, risks, and mitigation efforts; producing project documentation, including plans, meeting summaries, reports, or performance metrics; in addition to, leading or supporting projects in hospitals, health systems, or large outpatient networks, with a focus on clinical workflows, operations, or patient-facing services; and applying Lean, Six Sigma, or similar methods to identify inefficiencies, map workflows, and support continuous health systems improvements.
