Description
Leidos is seeking a Senior Construction/Civil Engineer to join the National Airspace System Integration Support Contract (NISC IV) team supporting the Federal Aviation Administration's (FAA) Headquarters in Washington D.C. This is a virtual unscheduled professional position (Estimated 20 hours per week) and the candidate may live anywhere within the United States. Telework is 100% with business travel estimated to be 25% - 35% of the time.
Primary Responsibilities
Prepare summary trip reports within two working days of trip completion.
Perform on-site surveys to develop designs and detailed reports.
Prepare construction drawings and prepare site-specific specifications and contract documents and independent cost estimates.
Review contractor design and construction submittals.
Provide timely responses for requests for information and project related submittals.
Plan, schedule, and coordinate construction project activities to meet milestones and deadlines working directly with stakeholders and contractors. Assist with strategic and tactical planning, monitoring, and evaluating progress, and providing advice and support.
Compile and complete project documents.
Provide technical engineering support for all phases of assigned new construction and renovation projects (i.e. evaluate shop drawings, design proposals, and interpret the technical requirements for adherence to contract documents).
Participate in Joint Acceptance Inspections (JAI) and Contractor Acceptance Inspections (CAI) on all assigned projects and provide recommended resolutions on all items relating to engineering.
Perform engineering studies for feasibility and cost versus benefit.
Provide technical input to the Government Technical Interpreter in actions to plan, budget, program, and coordinate the development of engineering projects.
Develop project drawings in accordance with the FAA Standard/guidelines.
Basic Qualifications
Civil Engineering Degree required from a college or university accredited by the Accreditation Board for Engineering and Technology (ABET) with at least 12 - 15 years of prior relevant experience or Masters with 10 - 13 years of prior relevant experience. May possess a Doctorate in technical domain. Relevant experience is Project Engineer and/or Resident Engineer with Civil Engineering Design and experience with tower, shelter and similar structure projects.
Minimum 5 years of experience as Project Engineer and/or Resident Engineer with Civil Engineering Design and experience with tower, shelter and similar structure projects.
Knowledge of multiple of the following, Unstaffed Infrastructure Sustainment (UIS) facilities:
Metal equipment towers
Commercial/Industrial Structures
Roof Replacements
Emergency and battery backup systems Small HVAC systems
Remote site work Road design Concrete
Site grading Equipment shelters Concrete foundations Structural
Environmental permitting (NEPA, ARAP, stormwater, etc) Lightning protection and grounding
Hazmat (Pb, Asbestos) abatement
Construction risk management
Utility layout design: water, power, comm, sewer
Knowledge of Project management software (CWP, Primavera, Microsoft project, etc) and/ or Computer aided design (AutoCAD, MicroStation, ProjectWise).
Ability to obtain and maintain a Public Trust Security Clearance Suitability.
Preferred Qualifications
Prior FAA experience desired.
Knowledge/Experience of Airports desired.
Certified Project Management Institute (PMI) Project Management Professional (PMP).
Registered Professional Engineer in good standing in the United States.
LEED Accredited Professional (LEED AP)
Design of AirportTrafficControlTower (ATCT) projects
Design of Terminal Radar Approach Control Facility (TRACON) projects
Proficiency in AUTOCAD.
Knowledge of Corporate Work Plan (CWP) 4.1.12.
Knowledge of National Airspace System Equipment Tower (NASET).
Knowledge of National Airspace System Equipment Building (NASEB).
Knowledge of Heating Ventilating and Air Conditioning (HVAC), power, general building
construction techniques, Hazardous Materials (HAZMAT), fire detection, security, site work.

Pay Range:
Pay Range $116,350.00 - $210,325.00
